District One
At the edge of the pavilion are many pairs of ice skates, in all sizes. There is a gentle force field around the safe edges of the lake, and anyone can skate as far out as they would like.
If you get too cold, you can step into the lodge and have a warm drink by the fire inside, a much more mellow setting.
The party is very familiar to those who have been in the Capitol, however, as drinks flow, some of the less friendly edges of the District 1 citizens start to appear.

District Two
Inside the building is decorated stately, but modestly. The food is solid and delicious, but simple. Fresh elk, corn, and breads, goat cheeses and wine. There is a live band, playing lively folk music. As oppose to District 1, with wine flowing and music playing, District 2 is in much higher spirits with the party. However, especially towards the end of the night, higher spirits also leads to higher emotions and some fights may break out.

Fighting doesn't help either so he tried to spend as much time as he could avoiding the alcohol and sticking to the people he knew.

It didn't take him long to notice, though, that he was being avoided. People, the locals anyway, went out of their way to steer clear around him, despite the crowd near the band.

Every muscle in his body was calling to rally, to start a revolution that they needed. It was something he was working on in the Grid, reprogramming himself for. If a group just got together, and they knocked their heads together, this could work. But things just...never got to.
He wanted to do something, other than be a slave for entertainment. He itched for it.
He stayed behind in the crowd, watching most from a distance.

"Oh please," His voice carries half way through the party as he stands in front of one particular peacekeeper who already looks like a pot about about boil over, red-faced and furious. He didn't get the rest of that statement out before the peacekeeper punched him in the face.

District Three
The divide between the poor and wealthy in some ways is over come a the party, with everyone in good spirits and dancing. However, those watching will notice the divide still, in clothing styles, and social circles. Most of the woman wear the roses in their hair, no matter their social status. By the end of the night, most roses have ended up in the button holes of their partners.

The stylists had been delighted at Eponine's reception, and went with the idea of her as a champion for the poor and the lovesick. And so all of her outfits were simple things, made of the same fabrics available to the District Three poor, and her feet were bare. Even for the party, she wore a simple dress and bare feet, which made her shiver, just a little. Some of the teenagers she had befriended had braided and curled her hair for her, in a style traditional to District Three, and had presented her with a garland of sweet lilac and pink and white roses, and of course, the special orange striped one, for her to wear on her head.
Now, at the party, her roses had been given freely to the poor of the District as she danced gaily with them, folk dances, and more rambunctious ones that she knew from home. She sat down at last, laughing even as she clutched a stitch in her side.

The citizens mostly seemed to respect him, and were proud of him, but also tended to keep their distance - though a few shy young women did ask him for a dance (as well as one or two extremely brave young men). He turned them all down politely, but firmly, though he was willing to engage in conversation with any who asked it of him.
He kept his eyes out for his tributes, trying to make sure they weren't causing trouble.

Although he did his best to try some of the food here - most of which was unfamiliar but tasty - it seemed like all the women were interested in him. His suit ended up with two roses in the button hole and he'd taken to hiding in the shadows in order to get some time to eat in peace.

District Four
A live band jams all night, composed of a sultry female singer and two guitarists. The party is lively, those in District 4 happily celebrating their tributes.

Which meant nothing, Shion supposed when you considered the price of that had been their children, sent to the arenas to die. He remembered the words of the anonymous network hacker and kept his eyes wide open, for any signs that people were unhappy.
He stood at the edge of the pier, listening to the music; like nothing he had heard before, and staring out into the ocean. The real ocean, this time (hopefully) his wonder wouldn't be cut short by his death.

District Five
And oh the stars. From horizon to horizon, millions of them in the clear, crisp sky.
The food is on the spicy side, heavy and filling with lots of meat, beans, corn and spicy sauces and salsas to liven up the simpler staples. Horchata and coffee flows freely, however this close to the water,beer and wine are regulated to just a few drinks per person. The most is lively and generally happy, although some debates happen, and loudly, everyone seems to be arguing more for the fun of it, than out of any true ill will.

Still, once he starts sipping at the sweet, fizzy brown drinks people hand him, it's easier not to think about anything. As the night wears on, his shyness fades, and he even begins to smile and relax. He still debates, because he simply can't resist, but it doesn't feel so deathly serious, and it's almost a relief.

District Six
Tributes may eat from the buffet of many finger foods, in a large gauzy pavilion, but citizens have to bring their own food and beverages.

He didn't like being treated like a celebrity, or a hero. Because he hadn't saved anyone. The kids that had died had still died. These people's lives were still pretty shit. Alright no other kids from here would die, but seeing as the tributes had been kidnapped and had no choice but to fight in the arena they weren't exactly hero material. He was pretty sure heroics required choice.
He's a Gallagher and never one to turn down a party, and thinking was getting him no where so he danced, drank what he could, though he didn't eat, and tried to pretend this really was some kind of celebration. Every now and again he reaches out to drag someone else into the dancing.
District Seven
Candles with artificial fire provide the lighting, giving the entire stage a reddish cast. Microphones have been set up for any Tributes who wish to karaoke or say anything to the crowd.
District citizens after their day of work all mingle with the Tributes, packing the concert hall tight and warm.

She HATED being paraded like this. She hated feeling like she was on display. She hated the accusing glares and the frightened glances, and the way stupid little brats dared each other to take a step closer to her. She hated that intense isolation that came when she was surrounded by people. And she hated how readily her District welcomed these foreign people, and praised them for dying over and over again. All to save their own skins. "Cowards," She muttered, to nobody in particular. This whole thing made her sick.

District Eight
The food is a bit better than the fair they have been given, but still nothing compared to the Capitol. Still, at least an effort was made. Games and fresh made pastries fill the table, with fresh greens and pie for dessert, as well as a steady, but controlled line of a mediocre wine.
District Nine
The party colors are gold and silver, and what appear to be synthetic sparks hover in the air like fireflies. The pews have been rearranged to face inwards, and Tributes and citizens are encouraged to dance on the wide, empty floor. Gold streamers pour from the ceiling like Rapunzel’s locks, and bales of hay too soft to be natural provide lounging areas for those who’ve enjoyed the wine a bit too much.

Don had seen the cornfields, but even this? He'd not seen anything like it before. It was practically humongous. And the cattle was...well, it was really good.
He felt bad accepting the hospitality of the citizens. But the people around him seemed so happy to have him around, that soon enough, he felt his mood lift. Soon, the traces of Donatello that had first arrived in the world of Panem showed itself, around the kind, good people of this place.
And, of course, rebellious, but he wasn't about to spoil that surprise.He was even willing to do a dance or two, later on - if someone else was willing to dance with him, of course.

District Ten
The food is a smourgous board of different kinds of livestock-the best steak, pork, and lamb the Tributes have had, even from the Capitol. Most things are simply prepared and fresh, and the smell of roasting meat fills the room. Home made beer runs freely (and sometimes messily, you're lucky to get out without getting any spilled on you.)
An active band plays on stage, and everyone let's loose and dances. Barrels stacked against the walls provide seating for those who decided not to dance, and a few fires are lit just out side the door, for those who would like to step out into the snow to cool down. They can find a group gathered around the fires, most smoking and energetically debating. Everyone is in good sprites, and anyone who gets a little too much liquor in them and decided to fight is pulled apart by the Citizens and taken to cool off.

He could almost see Bat amongst the dancers, turning some pretty young thing. Almost heard Charlie in the hazy smoke outside, talking politics, selling himself for governorship to the rest of the men.
He leaned against a barrel, taking it in (Wyatt Earp, as silent and steady as his fellows were charming), his heart panging inside his chest. He could see then why Max had been so taciturn about the chance to visit Rome.
It hurt, even more than he'd expected it to.
...But it wasn't given long to dwell on it. Before long he was being dragged onto the floor by a burly, laughing woman who refused to let him sulk. Then he was turned into the arms of a young blonde with an old familiar plait in her long braid. Then an elderly grandmother with enough kick left in her step to keep him on his toes.
Round and round until he laughingly begged himself a break, waving off a disappointed redhead as he moved toward the door.
He dragged in the cool night air, the worst of his ache soothed... though fun did make him pang something awful for Max.
What he would have given to be able to share this with him.

District Eleven
The party takes place in an old skyscraper from before Panem was formed, all glass windows and steel that seems out of place with the rest of the District. Each floor of the twenty-story building is available to Tributes, and each is themed around a different crop, with colors, foods and wines to match.
Fireworks are shown at the end of the party.

He pause on a floor decorate in deep blues to sample some of the fruits. If he'd had any concerns about his personal safety, they were gone for the moment. He didn't bother speaking to anyone in particular, but he didn't give off an unapproachable air either. He seemed content to snack on some food and take in the scenery. Mostly, his mind was back in the Capitol and on his friends.

District Twelve
There are several fire pits outside the building, with people huddled around for warmth, with the bottles of beer brought in from the district a plenty. Everyone seems in good spirits, the happiest the Tributes have seen them, with warm bellies and cold beer. Live music pours out of the building all night, different musicians swapping out with homemade instruments. Not everyone is good, but everyone is obviously enjoying themselves, putting their hearts into it, and lightening up in a place they often don’t get to.

So he's more outgoing and personable than he's been probably since the end of the last arena, and for the first time since then it's entirely genuine. These people aren't trolls, and it's purely by chance that they're 'his' district at all, but they are still his people in a very particular way. He makes a distinct effort to mingle, to talk to both his fellow guests from the Capitol and the people in whose place he's supposed to be fighting. He hopes his team's proud of him, because it's not effortless, but it's a start.
A few conversations back someone had pressed a beer into his hands. Halfway through it and he still isn't sure what he's supposed to think of it. The Capitol had figured out that it wasn't alcohol that got trolls drunk quite some time ago so he's neatly bypassed it for the most part, and he's certainly never had beer.
"What exactly is this drink?" he asks the person he finds himself standing next to.
