The tunnel to District 2, main transport for Peacekeepers, is unexpectedly closed before dawn. In edition, a mandatory evacuation is declared for mile around the tunnel, clearing out a large section of the South East part of town.
The evacuation ends several blocks from the Tribute Training center, but they hear plenty about it. And can see the Capitol citizens unhappily trudging to friends, relative, and the shelter set up for those with none.
The recording that plays every few minutes on all the stations state that there is danger of a possible gas leak, and the evacuation is precautionary.
However, resident report seeing teams going into the tunnels and not seeing them come out.
Some report screams.
Luckily for the Capitol, most of the teams were made of avoxes, so that rumor is easy to silence.

The recording said it was a possible gas leak. If Joan has learned anything in her brief time here, it's that the screens lie. She won't go past the barriers, not yet. But she does want to see what the response is, what sort of vehicles, equipment and manpower they're using for this "possible gas leak."

"You see anything yet?" Because the equipment the peacekeepers were using, didn't look like anything he knew for gas leaks.

It was the lack of activity that most bothered her. If this was really something so simple as a gas leak, she would think there would be a flurry of activity to get it dealt with as soon as possible.

"What are you doing?" he asked when he got to her. "It's not safe here."

On one hand, she's glad it's Dan. He's less likely to cause her trouble, more likely to answer her questions, give information other Peacekeepers wouldn't.
On the other hand, it's unfortunate this is where they meet again.
She meets his eyes. "What's going on?"

"There's been a gas leak," Dan answers officially. "It might explode."
Then, after a moment, he speaks with real concern for her. "You can't come back if you die out here."

She glances, side to side, and steps closer.
"I think we both know the whole gas leak thing is a cover story. Is that all they've told you?"

"There's nothing there..." She goes on tiptoe to see over the white helmets to little effect. She's too short to see if there's something in particular going on. She'd never heard of a gas leak precisely but evacuation never boded well.

Her voice dies when she gets a good look at her. She raises her eyebrows, blinks, then glance away. "Um. Sorry. I didn't mean to stare."

She placed a finger to her lips and waved it at the space beyond the guards, "What is a gas leak? Is it truly this dangerous?"

She heard people talking around her, something about a gas leak. But she didn't know what one of those was. Anything that made the Capitol citizens look annoyed and upset was interesting.

Spotting a familiar head of hair and kick ass earrings Sandy worked her way through the crowd till she was at Pruna's side.
"What's going on?" Even though she'd already heard bits and pieces on the way.

"It's like...well poison basically. In the air. Sometimes it can explode but most the time you just get sick and die." She peered through the sea of bodies at the entrance. "Seems like a lot of fuss for a Gas leak."

Somehow, Don found himself not believing it. He didn't even have to leave the suite to tell that what was being said couldn't possibly be logical. All he had to do was draw the curtains open and look out on the street. There were a lot of people being evacuated for just a gas leak.
Particularly when it probably would have been easier to just seal the tunnel up on the Capitol side entirely, and work from the District 2 side. Why not? That side of the tunnel had to be expendable, right? Evacuating Capitol citizens would cause for questions.
He drew the blinds closed, and quietly walked out of the rooms. Shell, the real problem probably wasn't even in the tunnels at all. It was probably in the evacuated parts of the city - a rebel cell, maybe, that they'd uncovered. The 'gas leak in the tunnels' was probably just a cover so as not to embarrass the Capitol. To ensure that the revelation of the Rebellion's existence was excised from the populace.
Yes. That had to be it. He'd clearly solved this.
Though his solution didn't explain why he was going down the elevator and making his way towards the evacuation barriers.

That high pitched grating voice can only belong to his former partner in pain Harley Quinn, skipping her way towards him with her latest bag of useless junk she had bought from a toy store.
"What's all the hub bub bub?" She asked once she was close enough she didn't have to shout. The crowd gathering had her curious and Donnie seemed like a pretty bright guy before he went all grimdark.

"Harley." Don didn't make any other acknowledgement other than that, as he was staring at the Peacekeepers nearest to the barriers at work. "They're...cleaning up a leak."
Hey, it wasn't entirely inaccurate in his context, right?

She stood next to him with a hand over her eyes shielding it from the sun to try and see deeper into the situation. But of course nothing was there to be seen. With a sigh she dug around in her bag and produced a bottle of something fizzy and sugary, cracking the lid off and taking a swig before offering it to Donnie.

When there was nothing more to be gleaned from the anchors carefully rehearsed reports, he headed up to the roof, watching the flurry in the distance. The streams of citizens, coming from, the lines of white Peacekeepers heading toward.
It was quite the response for a gas leak. And he could only wonder just what they hoped to do about it with so very many guns.

Nevertheless, principles of space and human perception seemed to dictate that even the fairly expansive roof of the tower shrunk exponentially with every person added to it. And, as they were, at least for the moment, alone, ignoring Wesker's presences ran the potential of being more trying than actually addressing it.
"One might think such munitions inadvisable given the nature of their crisis." The observation drifted over the rooftop, a passive start to a conversation he wasn't entirely sure he really wanted to have. It was something they were both thinking, if nothing else. He had no reason to believe Wesker stupid as well as wicked, in fact the evidence was rather the contrary.

Personally, he would have perfectly content with silence.
"Perhaps they've discovered some combative technique hereto unknown to our more antiqued selves," he drawled - that smooth purr.
Namely one that didn't end with them being charred to unrecognizable husks.

Enjolras bit his lip in a pensive expression as they watched the bodies being led away. It wasn't at all surprising that the Capitol should choose to disguise the nature of... Whatever this was to its citizens until such time as it could be neatly packaged with all the pageantry of disaster they seemed to favor, even when there was an abundance of evidence against them. In another, more just state, he pondered, such deception might even have a note of nobility. "I find myself wondering how long it will take them to boast to us of their accomplishments, protecting their fine city in such a way."
