The tunnel to District 2, main transport for Peacekeepers, is unexpectedly closed before dawn. In edition, a mandatory evacuation is declared for mile around the tunnel, clearing out a large section of the South East part of town.
The evacuation ends several blocks from the Tribute Training center, but they hear plenty about it. And can see the Capitol citizens unhappily trudging to friends, relative, and the shelter set up for those with none.
The recording that plays every few minutes on all the stations state that there is danger of a possible gas leak, and the evacuation is precautionary.
However, resident report seeing teams going into the tunnels and not seeing them come out.
Some report screams.
Luckily for the Capitol, most of the teams were made of avoxes, so that rumor is easy to silence.

She glances, side to side, and steps closer.
"I think we both know the whole gas leak thing is a cover story. Is that all they've told you?"

Of course, just because it was all that he could tell her didn't mean it was all that he knew.

She gets the distinction, and she sighs, glancing around again.
"Are you going to be okay? Are you in danger?"

"It's my duty to be here," Daniel explains. She can't see his eyes while his helmet was lowered, and he can't help but feel a little relieved by that. He isn't sure what she would see in them. "The area has been properly contained, but that doesn't mean you should be here."

"I'm good. I'm on the right side of the barriers and everything." She has no intention of crossing the barriers unnecessarily, and nothing she's seen yet has given her that impetus. She doesn't believe the official story, but she's not about to find out she was wrong via giant fireball.
"Are you here indefinitely? Or do you take shifts?"

Daniel was quiet for a moment. He glanced towards the dangerous area and then back to her. "I'll be here as long as I'm needed," he said. "Though they'll probably be sending us back to Tribute Tower as soon as it's safe."

She doesn't intend to go anywhere for a while, and she's fairly sure she'll see when they let the Peacekeepers head back to the tower.

"Are you going back to the Tower?" he asked, frowning just a bit.

"Ms Watson..." Dan begins, then, after a moment he gets more personal. "Joan. This thing is contained right now, but it might became a huge problem. It really don't want any of you caught in the mess."

This isn't a precautionary measure for a gas leak.
"Come find me when they let you go back to the tower."

After a moment, he nods once. "Don't expect me to tell you anything more, though." He might worry about her, but his loyalty was still to his orders.

He nods just a bit, as much as his helmet will allow. "I'll speak to you has much as soon as I can."
