The tunnel to District 2, main transport for Peacekeepers, is unexpectedly closed before dawn. In edition, a mandatory evacuation is declared for mile around the tunnel, clearing out a large section of the South East part of town.
The evacuation ends several blocks from the Tribute Training center, but they hear plenty about it. And can see the Capitol citizens unhappily trudging to friends, relative, and the shelter set up for those with none.
The recording that plays every few minutes on all the stations state that there is danger of a possible gas leak, and the evacuation is precautionary.
However, resident report seeing teams going into the tunnels and not seeing them come out.
Some report screams.
Luckily for the Capitol, most of the teams were made of avoxes, so that rumor is easy to silence.

She heard people talking around her, something about a gas leak. But she didn't know what one of those was. Anything that made the Capitol citizens look annoyed and upset was interesting.

Spotting a familiar head of hair and kick ass earrings Sandy worked her way through the crowd till she was at Pruna's side.
"What's going on?" Even though she'd already heard bits and pieces on the way.

"It's like...well poison basically. In the air. Sometimes it can explode but most the time you just get sick and die." She peered through the sea of bodies at the entrance. "Seems like a lot of fuss for a Gas leak."

"They do no be liking being in danger, so they do be crying and fussing." She told her, wrinkling her nose to show exactly what she thought of Capitol citizens.
Some of the ones she had met were not too bad, but mostly they were stupid.

"Whatever's going on, it must be big if they don't want anyone going in there to see what they're doing." She reasoned. Was this just how they handled gas leaks in the Capitol?

"Or maybe they don't want us to use it against them." She glanced at the cuff on her arm that she was still convinced was taping their conversations.

"We should be going and finding out."

"Looks like it's pretty closely watched." she pointed out in vain hope that would persuade Pruna to take the safer path.
"Got any ideas?"

Obediently she began scanning the area for places they could hide, or more importantly guards. Most adults tended to overlook children...maybe they'd get lucky?
Her stomach began to twist itself in knots and her instincts began jabbing at her with concerns but she tried to shelve them for now. After the Tiger incident she didn't want to always have to be the person to tell Pruna no.
...though it might be the safer alternative.

She pointed at where she meant, they would have a very short window to get out of the crowd and behind the wall without being spotted.

She had faith in her speed, but not in her stealth. But if Pruna was going she would have to go too.
Her muscles wound tight ready to spring.

"Okay when I do be saying three." She took a breath and looked around again, gripping Sandy's hand. "One..." The guards turned looking towards the tunnel. "Two..." She shifted her weight, ready to spring.
"Three."

And frankly, she wasn't sure she liked it.
Still she was hot on Pruna's heels as they raced for the wall. She had to remind herself to breath as anxiety had her chest feeling tight with unspent air.

As quickly and quietly as she could she followed Pruna down the road at a crouch. Her head whipped around looking for guards, security cameras, anything that might be getting them in trouble.

Should we NPC a peacekeeper catching them or ask for someone to help us with that?
I think we can handwave
"Be getting off me." She screamed, panic setting in as she began lashing out at whoever had grabbed her.
Kay!
"Ashley!" She whipped her head back them, just in time to feel the back of her shirt yanked hard, ripping her from the wall.
Busted.
