The tunnel to District 2, main transport for Peacekeepers, is unexpectedly closed before dawn. In edition, a mandatory evacuation is declared for mile around the tunnel, clearing out a large section of the South East part of town.

The evacuation ends several blocks from the Tribute Training center, but they hear plenty about it. And can see the Capitol citizens unhappily trudging to friends, relative, and the shelter set up for those with none.

The recording that plays every few minutes on all the stations state that there is danger of a possible gas leak, and the evacuation is precautionary.

However, resident report seeing teams going into the tunnels and not seeing them come out.

Some report screams.

Luckily for the Capitol, most of the teams were made of avoxes, so that rumor is easy to silence.

"No," Joan remarks, also leaning to the side to look past the guards. She turns back to the woman who spoke. "I would think that..."

Her voice dies when she gets a good look at her. She raises her eyebrows, blinks, then glance away. "Um. Sorry. I didn't mean to stare."

"It's normal." She waves it off with a gloved hand, "I stared at humans as well."

She placed a finger to her lips and waved it at the space beyond the guards, "What is a gas leak? Is it truly this dangerous?"

She doesn't know what a gas leak is. That's...weird. They must not do things that way on her planet.

"Usually they're talking about natural gas. It's poisonous and flammable. They'd evacuate this much if they thought there might be an explosion. I don't believe it, though. A gas leak is pretty easily fixed. And the Peacekeeper presence is excessive.

"It does seem excessive to bother with this much security. If it were an explosion, people would naturally want to leave. Why would you need to keep them out so aggressively."

She frowns and shakes her head, "So do you know what it is?"

"Something bad enough to have the people in charge scared. The way that they're keeping people out is too aggressive to just be for the sake of protecting them."

Her lips curled into a wicked smile. Scared, these humans with all their power, scared. It was a pleasing turn of events on the face of it but her expression flattened into neutral after some thought. Scared could be good, they deserved it, but it could be bad for tributes. She thought of that cuff on a certain wrist and shook her head.

"Subtley is never their strong suit is it. They attract more attention this way."
