WHO| Any Victors, and every tribute as they are removed from the arena.
WHAT| The Capitol would like to pick your brain.
WHEN| Each person is approached separately, so you can specify when and where they came from.
WHERE| A government office building

Much like the Victors who were currently missing, each victor or tribute was approached by a pair in sleek, all black suits, with friendly smiles, who none the less were quite firm in leading their targets away.

It was, from there, a short trip to a very nondescript looking Capitol building, in cars so heavily tinted it would be hard even for those familiar with the city to know where they ended up. From there they are lead to an elevator, which goes down, deep, and out into a white hall way. The first door slid open to a room, as blank as everything else, where a small, slightly pudgy woman with blood red a-line hair gave a wide smile.

"Please, have a seat!"

"I do aim to please," Tony says with a shrug and takes a long sip of his martini through his grin. Himself. But he doesn't feel it's necessary to tell her that part.

"Has your mentor explained to you about the Treaty of Treason?" She asked, sliding the file across the table to him. His mentor was Haymitch Abernathy, and, ignoring last year's fluke, she wasn't holding her breath he'd done anything useful.

"Treaty of What?" Tony quirks an eyebrow at her. It's only a bit of a lie, really. Haymitch was never exactly... well, the title of mentor might be a little looser with some people, and Tony had a feeling Haymitch might be one of them. Not that he cared. He actually kind of liked the guy in a sad, miserable, sucks-to-be-you kind of way.

Tony could read though. And devoured knowledge like most people ate their Cherrios. Didn't mean she needed to know that though. He was actually a bit curious to hear what she had to say about it.

She tapped the file sitting between this.

"The whole treaty is in here. But it is, in essence, why we have these Games. To stop war."
