WHO| Any Victors, and every tribute as they are removed from the arena.
WHAT| The Capitol would like to pick your brain.
WHEN| Each person is approached separately, so you can specify when and where they came from.
WHERE| A government office building
WARNING/NOTES| This is mandatory IC. If for some reason OOC you cannot tag in (hiatus, etc) talk to a mod and we can handwave thing.

Much like the Victors who were currently missing, each victor or tribute was approached by a pair in sleek, all black suits, with friendly smiles, who none the less were quite firm in leading their targets away.

It was, from there, a short trip to a very nondescript looking Capitol building, in cars so heavily tinted it would be hard even for those familiar with the city to know where they ended up. From there they are lead to an elevator, which goes down, deep, and out into a white hall way. The first door slid open to a room, as blank as everything else, where a small, slightly pudgy woman with blood red a-line hair gave a wide smile.

"Please, have a seat!"

His jaw worked, chewing over his response.

"The farms, the cows... sounds like it hasn't changed all that awful much."

Except in all the ways it had.

He thought immediately of the war between the states, but... that couldn't be what she meant, could it.

"No."

Wyatt leaned forward, picked it up, and leaned back with it, his eyes moving slowly across the page. (Good thing Mama insisted on learin' to read and write during the trip West.)

So... they were being punished - the districts that was, for 'uprising.' For a'nother Civil War.

Well, hot damn. He hadn't been that far off, had he?

He looked up, met the woman eye-to-eye.

"Ya'll had yourselves a war. The Districts lost - and you're makin' sure they don't forget."

In the cruelest, most divisive way possible.

He snorted, the derisive noise out before he could stop himself.

"An' all those kids you were killin' don't count as losses then?"

His eyes narrowed.

"You could say, yes."

OMG, I suck. I'm sorry. D:

And he said nothing. There was nothing he could offer that wouldn't get him another unscheduled nap.

So he just stared. And waited. Counting backwards from 10 in his head.

"As much as I think I'm capable," he replied, as civily as he could manage. "Yes."

Maybe she'd take that a humble concession, seeing as how he hadn't lived their life. Or maybe she'd just think him dim and incapable of understanding. At this point, it didn't really matter to him.

Their stance was firm - and so was his. Best just to say what they wanted to hear and be done with it.

And, after all, he reminded himself as the red-hot anger burned in his gut, they were just words. They couldn't make him believe them.
