I made a thread with a tag for each character, so just tag in there! if you'd like any of my other NPCs besides Katniss, just PM or private plurk me so we can hash it out real quick.
Let me know if I can add anything, and I am down for minor assumptions/handwaving some things!

"I expected more from you." She said in a wilting tone.
"To scare that poor stylist half to death...abuse her so when she's trying to help you..."
She shook her head at the girl before her.

"Help me? How does putting holes in my ears be helping me?"

"They're decorative, and nearly painless."

"How will they be helping me be winning?"

"And the same way appearance always help you win. If you are appealing, people give you money. If people give you money, you have more of a chance at winning....food when you're hungry, medicine when you're sick."

"So if I do be letting them put stupid dangling things in my ears people will be giving me more food?" She sounded suspicious, but she knew how important getting help in the arena was and didn't want to go hungry.

She had scented the blood in the water, and wasn't going to let go.
"If you do what your handlers say, you'll have more food. You'll have things to keep you warm, or cool you off. Maybe even weapons. Life will be much better in the arena for you."

But that was her job and her guardians had never kidnapped her and she had been with her sister. She wanted to scream in frustration. Instead she glared and pointed her finger at Effie. "Fine, you can be putting stupid fucking holes in my ears. But if I do no be getting a weapon I will be blaming you."

She moves, bending her knees so she could get eye to eye with pruna.
"And if you were a Capitol citizen wanting to give money, would you rather give it to a poor, sweet little girl who just wants to survive...or a brat who throws things and your peers?"
She arched a brow at Pruna, waiting.

"Nobody do be giving money to brats." She said quietly after a moment sounding tired. Being so angry was exhausting.
Something occurred to her and she blinked. "Is that why you did be giving me a name? So people would be liking me more?"

Because you couldn't be too careful, and some children bit.
"Part of it. And so that it made it easier to help you. A lot of our society runs on...knowing who is who. For example, we could not get money to you if you didn't have a name, because we wouldn't be able to have you entered into the computer system that runs all of this."

"I do be understanding." She nodded, "People did be needing to be knowing who I did be being."

"We want to help you, Pruna. That's what we want, more than anything else. Our ways are just....different than yours."

The only time things had happened without explanation was when she was being punished, and here just felt like one huge punishment and she hadn't even done anything, much, wrong. "Everything do be being stupid and different and if you did really be wanting to be helping us you would just be sending us home."

She was treading carefully, not wanting to loose the ground she had gained, but really...tributes could sometimes be a little over sensitive.
"If you would like, if something doesn't make sense...you can always come find me, and I will explain it."

She didn't like the idea they couldn't send them home, they must be able to, they got them here in the first place.

It was a childish gesture, one she had learned from the gang children she had ran with but Effie might get the unspoken acceptance of the promise, the fact she was being held to it.
