Let me know if I can add anything, and I am down for minor assumptions/handwaving some things!

"It's a pleasure to meet you, Lottie," Tim responded pleasantly, as he tried to find them someplace to stop that looked both like somewhere they were allowed and would want to be. "I thought I was the only night owl around here, but now I see there's at least three of us. Maybe the company will perk the place up a bit. It's a little dreary when everyone's asleep."
Which was true, but it was also quiet and relatively empty. After the paranoia about security guards set in, he wasn't going to get to do what he had wanted tonight, so Tim was shooting for the next best thing: finding out more about other Tributes.

"Oh, you'll find the flock eventually." She waved a hand grandly with a wane little smile. "People come and go all night here sometimes. Something about the setting just doesn't lend to a restful nights sleep."
Ah, she should watch her mouth. She knew it. But it was late.
They were now near the ball room, a big, empty dark space, and not really Lottie's cup of tea. She gestured closer to the common areas. "Shall we find a nice place to get to know each other? Not much else to do at this hour."

Tim doesn't say anything in response to the lack of a good night's sleep. There's the barest hint of a squeeze of her arm in sympathy.
He glanced into the darkness, but there was no real point in inspecting a ball room. Tim would only be in there if he was at a ball. He expected to be seen then. "We might as well. You can tell me where you got your accent. It's nice. Somewhere in the American South?"

She moved them in the direction of the commons, and the little window that summoned almost anything one wanted from the kitchen's that must be down below.
"I take it you're also from The US of A? You sounds American." Not Southern, clearly. Maybe a Yankee. Not that Lottie had any issues with anyone from farther North.

He gestured towards a seating area. Ordinarily, he'd pull out a chair for her, but it was a pointless display with all the armchairs and couches. "Ladies first."

"Oh, it is, you have to get down there some time..." She trailed off, biting her lip. "I mean, if you ever get a chance. I'm hoping I can talk someone into a Mardi Gras celebration here, still, but I just don't think these Capitol folks could get into the Mardi Gras spirit."
She could think of a lot of things they just wouldn't get about Mardi Gras. Quite a lot.
"Thank you sir." She sat gracefully, gesturing for one of the near by Avoxes to request their midnight snack. She hated the idea of them, the wordless servants, but this whole place was truly built around them. She had already attempted to avoid them, as best she could, and had learned it wasn't really a path that worked.
