Dusk was falling when it started.

Anyone in the District 12 suite's would have heard heavy sounds above them moments before a loud explosion rocked the entire building. The electricity flickers once, twice, then goes out, replaced by cool, blue glowing lights running along the ceilings. Avoxes appeared silently, as they do, herding people from one room to another.

Once the door shuts, it doesn't open again until the last person is there, sealed shut. The windows in the rooms with them were darkened, and the computer would not respond to any request to show anything. However, food could be called to the room, the trays appearing as they normally do. But the doors would not budge, and the cool blue lights stayed the only light source, the only power.

Although there was nothing to see, there was lots to hear. Banging, foot steps in the halls, on the floors above, explosions, straining metal collapsing, scraping down the side of the building. Occasionally the repetitive rapping of gun shots. Yelling. Screaming. Those near the top of the building could smell smoke, at times strongly. The elevator can be heard moving up and down, even though it doesn't respond to any calls from those trapped.

The sounds last into the late night, finally quieting around midnight. Finally, at 1 am, a calm, cool voice comes over the loud speakers.

"The rebellion forces have been repressed. We will be clearing the building for the next few hours. Please stay patient and sleep well."

"Not totally, no." Don looked down. "This place is pretty tightly controlled, granted, but if they were really that determined to make a point - say, by rescuing us or actually targeting us - it wouldn't be so hard to do that right after their initial attack. Especially when our only guard at the time were basically Avoxes. Especially now that we're in specific places that are very obviously locked."

Don only sounded like he was musing. But perhaps Ian could pick up what he meant by what he was saying.

"Then we're not the point they're trying to make," he mused. "Has this ever happened before?"

"No." Don shook his head. "Well...not since I've been here. But...well..."

No attacks being done on them. The attack being suppressed by the Capitol forces.

"...maybe that is the point."

"A show of power," he concluded. "That's a lot of effort to go to."

"Not in this place." Don sighed. "Especially since we're the ones fighting in the Arena..."

Indeed. Why not go through the effort to stage an attack to make them believe that the Capitol was the better of the two? That the Capitol is somehow protecting them from the Rebellion? That their fighting in the Arenas was saving Panem?

But again. Avoxes. Avoxes brought them back to these rooms. If it was really dangerous, where were the Peacekeepers assigned to their rooms? Why would just Avoxes be there? And how - if the rebels could somehow disable the electricity - could they not get into the rooms? Why didn't the fight - or, well, judging by the sounds, what the turtle thought was fighting - why didn't the pushback from the Capitol start until after they were trapped in these rooms?

Maybe he was just that distrustful of the Capitol. But the more he thought about it, the more it made terrifying sense. This wasn't an attack. At least not one in the sense that the Tributes as a whole were meant to be hurt. This was a black flag.

"There's more going on here than meets the eye," Ian said quietly. A lot more if there were people willing to go to these lengths to stage an attack, herd them around and lock them in. Then there was everything else that seemed to go with fighting in the arena, much of which Ian still wasn't sure if he believed.

"What's the truth about what's going on here? All of it, not just this attack."

"All of it, huh?" Don sighed. "Well, I admittedly don't know as much as I'd like, myself, but..."

Where did one start.

"Basically, you're in Panem. Its Earth, or a future of it, far as I can tell. The rulers of this land are the Capitol, which is where we are now, and we've been conscripted to fight each other to the death in the Hunger Games, which is the Capitol's...mainstay of entertainment."

Some of that he'd already been told, but it didn't really explain why. And he wasn't sure he wanted to know why it was called the Hunger Games. "Like gladiators in Ancient Rome?"

"Its what they did." Don didn't exactly agree with it either, judging by the expression on his face. "Because they don't want the people to rise up again."

He considered that for a moment. "I suppose taking the children would make people think twice." The minute one died a lot of people would fall into line for fear their child would be next.

"That's something at least. I'm not sure it'll stop people from rising up, though." He supposed it depended on a lot of things and he didn't know all of them yet.
