Julian meant it when he said he would use all the District’s floors if he had to. Since he didn’t get what he asked for, he’s left with no choice but to just take what he can. Julian thinks it’s only suitable for what he’s had to go through. There’s nothing to stop him either. Julian knows the elevators open right onto the floors. Unfortunately for others, that means Julian’s free to roam and do as he pleases. Saving that bag of chips or piece of cake? Too bad now Julian’s eating it. Want to use the TV? Too bad Julian’s already using it, and he’s clutching onto that remote very tightly.
Julian has no qualms about making himself as comfortable as possible either. He’ll set the entire contents of fridges out on the dining room table, so he can sample food and pick his favorites at his leisure. He’ll push couches together and collect all the pillows just to make a nice nest for himself. And if this causes an inconvenience or obstacle for others, Julian doesn’t really care.
While it’s more likely these behaviors will be something that are walked in on, as Julian will be more favorable to areas that are empty to begin with, Julian won’t particularly care about doing them under the noses of other people either. He’ll reach right past someone to start unloading the fridge, and if the remote isn’t being watched carefully Julian will snatch it up and change the channel to what he wants.
Julian can be found doing this on any of the floors, regardless if it’s his District or not, and he’ll make himself look so at home that it’s possible he could be mistaken as a new Districtmate for those that don't recognize him.

Even if Albert only leans in slightly, it’s enough for Julian to take a small step back, and it’s hard for him to play it off as not being scared when he flinches at the mention of the Arena too, but he tries to anyway, tone unconcerned when he says, “You won’t be able to find me in the Arena. I’m very... sneaky.”
“No. I’m not apologizing. And if you’re done being annoying, I have to go get more food now.” Unless Albert moves to stop him, Julian heads back to District three’s kitchen to go see what other food he can eat instead of the gummi bears, mainly only out of spite rather than actual hunger now.

But one step towards the kitchen and Albert's had enough of the game. Instead of allowing any progress, he grabs the boy's shoulder and determinedly drags his either dead or struggling weight towards the hall outside the suite's front door. "Wrong is wrong and I have suffered enough of your petulance. You're welcome back if you discover some respect, but until then if I see you on this floor, I'll put you out myself. You are not welcome here unless expressly invited."
His voice is low and growling, still eerily calm despite the tone and any fight Julian may be giving him against his forcible ejection.

In between his protests he proceeds to try and grab onto walls and furniture to keep himself from being moved, but that proves to be ineffective as well, grip continuing to slip as Albert moves him along. Seeing no other choice, he finally resorts to trying to pry Albert’s hand off him and then trying to shove him away, first hesitantly and then with more force. While Julian’s surprisingly stronger than he looks, even if the Capitol has brought down his enhanced strength to human levels, it’s still not enough and Julian huffs in frustration when he still isn’t able to get away.
“Even if you put me out, I’m just going to keep on coming back.” He really doesn’t at all want to come back at this point, but his pride has been wounded.

There's a threat there, in those two rumbled words as Albert scoots the kid the last few feet into the hall and all but plants him before the elevator. The spoiled little ingrate may try to come back but Albert will bet dollars to donuts it will be when the German cyborg isn't around. He's put fear in the boy, stubborn or not.
Albert gives an unsettling grin that shows his canines. "See what happens."
Then he shuts the door right in Julian's face.

Julian will be back, though, too stubborn to leave it alone, but Albert would be right in thinking it’ll be when he isn’t around. Even if Julian plans on getting revenge by eating portions of every Albert labeled thing he finds.
But for now, he gives one last kick at the door, and then goes to take the elevator up to see what he can find on another floor, where Julian hopes he will not have to deal with such clearly rude people.
