Julian meant it when he said he would use all the District’s floors if he had to. Since he didn’t get what he asked for, he’s left with no choice but to just take what he can. Julian thinks it’s only suitable for what he’s had to go through. There’s nothing to stop him either. Julian knows the elevators open right onto the floors. Unfortunately for others, that means Julian’s free to roam and do as he pleases. Saving that bag of chips or piece of cake? Too bad now Julian’s eating it. Want to use the TV? Too bad Julian’s already using it, and he’s clutching onto that remote very tightly.
Julian has no qualms about making himself as comfortable as possible either. He’ll set the entire contents of fridges out on the dining room table, so he can sample food and pick his favorites at his leisure. He’ll push couches together and collect all the pillows just to make a nice nest for himself. And if this causes an inconvenience or obstacle for others, Julian doesn’t really care.
While it’s more likely these behaviors will be something that are walked in on, as Julian will be more favorable to areas that are empty to begin with, Julian won’t particularly care about doing them under the noses of other people either. He’ll reach right past someone to start unloading the fridge, and if the remote isn’t being watched carefully Julian will snatch it up and change the channel to what he wants.
Julian can be found doing this on any of the floors, regardless if it’s his District or not, and he’ll make himself look so at home that it’s possible he could be mistaken as a new Districtmate for those that don't recognize him.

"Everything!" she says, in a tone that suggests she thinks it should be obvious. "The people, the atmosphere, and the number itself. Who doesn't love the number ten? I love having tens of things, especially donuts!" She gives her figure a quick rundown with her hands. "I'm sure it shows, doesn't it?" Of course it's all padding, but he doesn't need to know that.

“I’ve never been to the real district ten, but here it’s just a floor. The atmosphere is the same as all the other floors. They look pretty much identical.” For the most part, he doesn’t look or sound particularly convinced by her response, but the scowl does disappear some, replaced by faint amusement, at the mention of donuts. “Wouldn’t donuts be better in twelves? I thought they came in a dozen anyway.”

But first, she lets out a laugh. "Oh, but that's what I meant! I eat them by the ten dozen!" She gives him a wink, before standing upright and folding her arms, giving the room a look-over. "So... you mentioned it's got the same atmosphere. Well, what would you suggest to make things different, hmm? I can't have it being the same, that's just a crime!"

But after a pause, his expression brightens, and he almost looks a little excited when he adds, “Also, having a lot of baked goods placed everywhere would help. And more blankets spread around. And a massage chair.” The last part is definitely just a list of things Julian wants so he can mooch off them when he visits the floor, but it would change the atmosphere so Julian considers it a win-win.

Her eyes light up when he mentions baked goods though. "Ooh! That's a wonderful idea!" she exclaims, clapping her hands together. "The baked things, I mean. Well, everything is, but that especially. I can do that! I can do all of this." Holly slips around the sofa and plants herself next to him. "You wouldn't happen to be an artist, would you?"

“I got a B in art class in high school.” Which most definitely means he is not an artist, even if Julian makes it sound like something to boast about. “But it wasn’t really all that much fun for me, so you’re going to have to find someone else.”

She raises her eyebrows, looking impressed. As far as she's concerned, a B is just as good as an A, but she deflates a little when he adds that last part. "Oh, well. If you ever want to contribute, you're more than welcome to. Even if it's just a little something-something to put on my fridge back home."

“You’d want my art on your… fridge? Why?” He’s mostly confused, and a bit disbelieving, but there’s some amusement in his expression too, lips slightly quirked. “I thought that was something people only did for kids.”
