He obeys, putting up no resistance at all. This is for several reasons: one, Gannicus is terrifying; two, if it looks like Gannicus is getting rough with him, Peacekeepers will intervene and Stephen doesn't want Gannicus in trouble; and three, being pushed around by a shirtless Gannicus is enough to make Stephen's face flush. But not much, because Stephen knows exactly how serious the situation is and now is not the time to get distracted.

Besides, Stephen knows Gannicus isn't going to like his answer.

"You want to know how I can help the people who were arrested this morning," he says, his eyebrows drawing together with worry. "I--I'm not sure I can."

"Stephen."

Gannicus sits too, but the hand on his shoulder remains - just as tightly gripped, just as pointed. He bows his head, leaning in towards the other man as he drops his voice conspiratorially.

"You know these fucking people."

There's a hard edge of frustration and anger in the roll of Gannicus's words, but he reigns in his temper as best he can. He still feels new here, still too far out of his depth. Stephen is, tenuously, the only Capitolite he can call anything remotely near a friend.

"You stand one of them. If you hold any word you can break with me upon the fate of my brother Nasir, I stand most fucking ready to hear it."

Oh, this hurts. Not the hand on his shoulder -- that's within a completely acceptable range of uncomfortable -- but having to talk with Gannicus about this.

Stephen takes a deep breath.

"I won't lie to you, Gannicus. The prisoners are going to be interrogated, probably painfully. They won't be treated kindly. But," he goes on, "I don't think they'll be killed. If the Capitol wanted to kill everyone they've arrested, the Tributes would have disappeared far more quietly. That tells me that they're at least going to try to find Hsiang's killer.

"I'm sorry. I wish I had better news."

He doesn't show it, but Gannicus is surprised - in his home world Nasir's death would be a slow and painful crucifixion, hung above the heads of the civilians as they passed by in the streets of the Capitol. He had expected more brutality and a certain death, not... nothing. An interrogation was nothing compared to what Gannicus expected Stephen to say, even a painful one.

But his face remains impassive, betraying nothing. The hand drops away.

"What manner of torture will they employ against unwilling tongue?"

Stephen gives Gannicus a helpless look. "I have no idea," he confesses. "It's...not something I ever asked about. I didn't even know how common a practice torture was among our peacekeepers until a few months ago. He won't be turned into an Avox, that would defeat the purpose of torture for information--" god, he can't believe he's saying this-- "but besides that, I...I don't know what they do."
