The blast from the facility lights up the Capitol, and in particular, the presidential mansion. It knocks out much of the building and takes down those nearest to it. With the spark, the fire catches quickly. The flag of panem is engulfed, the golden eagle catching to become a phoenix. Thick black and grey smoke winds around the perfect white pillars. White, to red, to ash.

An evacuation is impossible with the war going on. Aircraft can be shot out of the sky. The Mansion, once the most secure building in the Capitol, at its very heart, has become a dangerous prison. A temporary solution has been fled to, guards flanking either side. They stand at the door but are quickly distracted by another smaller explosion from the other side, then gunfire. The rebellion is making its way across the gardens, looking to reach that greenhouse central to it.

Running there won’t go without a shot or too firing and possibly even grazing, but getting into the greenhouse is possible. Being followed in is inevitable, but the greenhouse full up with heavily scented roses, brings a lot of places to hide and potential jump out from. With the guards dealt with or avoided, soon enough, at the end of the greenhouse, sitting and smiling like he knows everything, the President waits.

Past the gates of the inner city, leading right up the President’s Mansion, is one large building. Nondescript and unassuming in the exact way to make it suspicious, Offworlders will know as they approach it that the portal is within. The draw they felt to the one back in District two is even stronger here, proof that it’s only getting more and more out of control. Before Snow can be stopped, the Mechanism must be destroyed. According to a net report, there’s only one more day before the band-aid the scientist placed on that problem falls off completely, not to mention, the Capitol is preparing its attack on the other Mechanism. If this mission fails and Snow is not defeated, all deaths will be permanent. Time is running out

The inside of the building is a labyrinth of stairs and corridors that wind and weave, some of them beautiful in the Capitol’s typical extravagance, some of it heavily utilitarian, like two worlds came together in one building. In a way, that’s not all off. But there is one thing that has a sort of consistency with most worlds; the fire alarm encased in glass that sits in the halls center. It gets much of the scientists and adversaries out of the way, but not all of them.

As rebels plumb deeper into the facility’s depths, they’ll find the portal, kept in a room just as greatly cavernous as the of the one in the mountains. Unlike there, however, they’ll need get under the closing doors and jam them open just in time. Once inside, some will need to fight off the last of the Peacekeepers and Capitol guard in here and while one or two may be Panem Natives, others may be a familiar face. Meanwhile, the other half of the group will need to find a way to shut it down, and to keep it from ever being used again, destroy it.

The Capitol has ordered its people inward. Some move weary, knowing now some of the reason for their displacement, but they move, closer and closer to the reach of the President. It is said the children will be allowed in here past the heavy guard. But with all the distrust shaken into the core of the Capitol and the Peacekeepers at its heart, it’s not impossible to slip away. Surviving the traps to escape, however, is another story.

Outside the Capitol, the Districts line-up. In the month since the last battle, the stalemate Districts, 9 and 6 were won over. Districts 8, 10, and 1 have fewer of their number, but their rebel leaders have shown up and all the survivors with them. District 13 joins soon after, led by Webb and the Offworlders. It’ll be slow going for the Districts, but some of the Offworlders and allies have been tasked with leading the way in navigating the minefield that is the Capitol.

The Quarter Quell making up the 75th Hunger Games reached its end, but the Games themselves aren’t over yet. With all the war to prepare, the Gamemakers enlisted to work will be throwing out their best. Every arena needs it’s finale…

And there, patrolling, armed and ready to meet the traitors between the traps are the Peacekeepers. It’s their lives on the line too and they won’t be going down without a fight.

Most of you weren't around the last time District tours were allowed. The opulence of the train is just as great however. It is plush, full of the same comforts and pleasures as the Capitol. Dining, entertainment centers, and shared rooms for the Tributes, the bunk beds featuring the finest of fabrics. The wide windows all around the train give way to the stunning views of the District countrysides.

Before the quell, it used to be that only the Victors of the arena would behold such sights, but you Tributes, the survivors of the fifteenth arena of the seventy fifth quarter quell are very lucky indeed. It will be a greater pageant than ever before, with so many Tributes getting the chance to speak to the Districts their children were reaped from, where you stand and the children stand no longer. The honor, duty, and sacrifice a Tribute's life involves cannot be understated.

Staff and Mentors are, of course, brought along for the ride. You'll need them for when you are to give your speech to the Districts! There will be a lot of preparation work involved, but maybe, should you do well, you will be afforded some time to travel between the cars and visit those of other Districts.

As always, the tour will be starting in District twelve, which will take just over forty eight hours to reach. There's no need to feel unsafe. There's an overwhelming number of Peacekeepers on board, here to keep you all safe, as will there be in each of the Districts you visit.

During the crowning, with security so focused on the event, some one (or more likely, several someones) managed to scrawl graffiti about the city.
What is your victory?

Where are the flaws in the system?

Most of the messages, except for particularly well hidden ones, are gone by morning, and not seen by the Tributes with their own eyes (Unless anyone popped out for a late night stroll.) They aren't reported on the news, however, they are mentioned in hushed whispers just about anywhere you might go in town over the next few days.

In addition, possibly related, possibly not, many of the higher ups such as Cruentus, who, if not friendly face are usually at least visible faces around the Tribute center, seems to be particularly scarce in the days after the crowning.
