Joan usually doesn't watch the screens, considering their penchant for programming chock full of violence and death. Since returning to the District 11 suites after checking out the barriers, though, she's been sitting in the common room and watching the coverage of the "crisis." When the messages come to the Tributes, letting them in on what was actually going on, Joan rolls her eyes, shakes her head. Of course. The Capitol officials are liars. Who lie.

In addition to the frustration, however, there's also worry. Dan is out there, on the "wrong" side of the barriers, barriers that are pretty much meaningless, since the evacuation area is expanding. And he's a Peacekeeper, so it's his job to fight these things and possibly die in the process.

Aside from the necessary lack of trust, she doesn't want to see him hurt. She had wanted him to come see her so she could get him to tell her what the Capitol was actually up to, of course. But she was also telling the truth when she said she wanted to know he was okay.

So she waits. And watches. And worries.

She sits back.

"Doubly difficult, then. Best that we just stay friends."

"I'm honestly surprised you're willing to be more."

"More trying to understand exactly where you're coming from. I get that you're lonely, and you're pretty obviously flirting. I guess I was wondering what kind of relationship you're interested in."

"Flirting?" he asked, "I'm sorry if I came off that way."

"Mmm. I could have misinterpreted."

"I'm afraid that's not something I do very often."

"Maybe it's me being too cynical. Usually when someone tells me I'm a beautiful woman, they're flirting."

"I meant it more as a warning," Dan said after a moment. He looked embarrassed though. "I meant that some others might want to take advantage of you."

"You said it along with the fact that you were lonely. You can understand the misunderstanding."

"Ah. Yes... How embarrassing."

"I would say it will never leave this room, but..."

She glances up at the nearest camera.

"But I can tell you that you have nothing to worry about from me."

"You'll be careful then?"

She leans forward again.

"You should know," she says softly, "that I consider silence in the face of injustice to be morally reprehensible. That said, I'll be as careful as I can."

"Maybe it's time to reconsider what you think of as injustice..."

A short laugh, a roll of her eyes.

"Not going to happen."

"Then perhaps you should consider the people around you? You're in the last city left in this world. We need to persevere it."

"We do. Which, as I've said, is exactly why the government needs to rethink what it's doing."

"I think we'll have to fundamentally disagree on that one," he answered. "I trust them to keep us safe from another war."

"And I think they're going to bring one on." She sighs. "But you're right, I don't think we're going to convince each other."

"Does that bother you?" he asked. "Most citizens feel the same way about this."

"It does bother me. I understand that you've gone through some terrible things, and that you will go to great lengths to stay safe. But groups of people in fear are notoriously short sighted. They'll do what they think will keep them safe right now without thinking about how that will set them up for the future."

"There's a reason for that though," Dan pointed out. "Safety is important for immediate survival. Why plan for a future if you aren't sure that you'll have one?"

"Why do something to stay alive today if it's going to kill you tomorrow?" she counters. "Correct me if I'm wrong, but the war was a long time ago. Even the rebellion that started The Games was before you were born. They should have made the transition from immediate to long term by now."

"Not when the threat is still constant," Dan explained. "You're coming from a world that isn't like ours. I don't think that you fully understand what it truly means to be the last human beings on Earth. Any tiny little thing could cause us to collapse. We need a strong foundation to build on and strong hands to keep us up."

"I'll admit that I have a lot to learn about your world. It still seems to me that a foundation built on the suffering of others is necessarily flawed."
