The common area
Being inside was definitely something that Iskierka was going to have to get used to. True, she was small enough to make her way between things now, but that only helps when you're used to being that size, and right now Iskierka wasn't. She'd managed to figure out that it helped to duck her head to get through the door without major incident, but actually managing to navigate tight corners and the spaces between various items of furniture needs significant work.
Thus, she had decided to stop actually trying for the time being, and instead curled up in the middle of the nearest suitably-large space. The fact that it might also happen to a place that people might want to walk through doesn't seem to have bothered her any.
The roof
Even smaller than she was used to Iskierka was of the opinion that dragons were meant to fly, and so it was for that reason that she'd managed to make her way up to the roof of the building. And it had taken no small amount of work to figure out the contraptions that took people from one part of the building to the next, to be quite honest. Still, she'd figured it out eventually, and it's nice to finally be somewhere where she can stretch out her wings. Buildings are fine enough, but they do seem to end up a little bit cramped.
For now she's mostly flying above the building itself, but how long this is going to last is really anyone's guess.

He'd seen a lot, in his time in Panem, but nothing quite like this.
However, decades of training kicked in before he left it hanging too long. Always answer a direct question, even if that answer was 'You don't need to know'.
"He is a tiger, or near enough. A creature built of the Capitol." He tilted his head, frowning. "What are you?"

"Why, I am a dragon, of course."
The details of breed and weight classification are something she decides to leave off this time. They aren't likely to mean much to Maximus after all, so why bother just at the moment.

He raised an eyebrow, shifting his weight.
"The dragons they spoke of in Rome were great serpents, and they could not speak. I'm not sure 'of course' applies."

The fact that she doesn't even know where Rome is is a point she doesn't mention. Why should she, after all, when the conversation can be easily turned to much more acceptable topics. That these topics may include her is only a convenient bonus, as she sees things.

Instead he said, "I'm sure you are right." He reached out, hand idly grazing in the fur around the tiger's neck, as if soothing the beast. The tiger did not like the company at all, and bared it's overly-long teeth. Perhaps it was jealous.
"Forgive my ignorance."

"It is quite alright," she answers. "You cannot be blamed for not having proper dragons." There's a brief moment of silence, and then she continues on. "And you may tell your tiger that I am not at all impressed by the size of his teeth. Mine are ever so much more impressive, after all.
