The common area
Being inside was definitely something that Iskierka was going to have to get used to. True, she was small enough to make her way between things now, but that only helps when you're used to being that size, and right now Iskierka wasn't. She'd managed to figure out that it helped to duck her head to get through the door without major incident, but actually managing to navigate tight corners and the spaces between various items of furniture needs significant work.
Thus, she had decided to stop actually trying for the time being, and instead curled up in the middle of the nearest suitably-large space. The fact that it might also happen to a place that people might want to walk through doesn't seem to have bothered her any.
The roof
Even smaller than she was used to Iskierka was of the opinion that dragons were meant to fly, and so it was for that reason that she'd managed to make her way up to the roof of the building. And it had taken no small amount of work to figure out the contraptions that took people from one part of the building to the next, to be quite honest. Still, she'd figured it out eventually, and it's nice to finally be somewhere where she can stretch out her wings. Buildings are fine enough, but they do seem to end up a little bit cramped.
For now she's mostly flying above the building itself, but how long this is going to last is really anyone's guess.

Her eyes widened, it was smaller than the one in the arena but probably just as dangerous. She rolled to the side, to the wall, and crouched there.

The fact that she's been promised that she may take part in a fight to the death probably doesn't hurt either.
It does take another moment or two before she comes back in to land on the roof again, but apart from being a dragon, she doesn't get up to anything particularly worrisome. She even comes in to land on the side of the roof that Pruna isn't on, and surely that says something about the whole situation.

"So should I be, only they made me smaller for this and I'm not at all certain why."

"Maybe because you would no be fitting inside if you did be being giant." She suggested, wrinkling her nose.

"Of course I could, but it's hardly as if they make themselves terribly available."

Iskierka has a rough idea of what goes on in the Capitol, yes, but not having anything that could even remotely be called 'hair' there are certain aspects of it that she has yet to really encounter. Plus she's not in the habit of killing people for no good reason, but that's not terribly relevant to the topic at hand.
