WHO| Any Victors, and every tribute as they are removed from the arena.
WHAT| The Capitol would like to pick your brain.
WHEN| Each person is approached separately, so you can specify when and where they came from.
WHERE| A government office building
WARNING/NOTES| This is mandatory IC. If for some reason OOC you cannot tag in (hiatus, etc) talk to a mod and we can handwave thing.

Much like the Victors who were currently missing, each victor or tribute was approached by a pair in sleek, all black suits, with friendly smiles, who none the less were quite firm in leading their targets away.

It was, from there, a short trip to a very nondescript looking Capitol building, in cars so heavily tinted it would be hard even for those familiar with the city to know where they ended up. From there they are lead to an elevator, which goes down, deep, and out into a white hall way. The first door slid open to a room, as blank as everything else, where a small, slightly pudgy woman with blood red a-line hair gave a wide smile.

"Please, have a seat!"

"Just as well as I always do." he smiles kindly to her question. "A much longer stay than usual though, but it's always felt like home here." He couldn't be honest and say he was all but miserable watching someone like Annie have to be there more than a minute, let alone this extended stay.

"I love it here."

"Just more work," He smiled with a small wave of his hand. "Nothing I can't handle." He knew this woman was probably on the in with what his 'business' in the Capitol was outside of being a mentor. It was no secret, especially not to those who ran the Games and worked for the President. Hell, they were the ones making the calls to reserve him more often than not.

"Gives me more time to see people who are special to me." He flashed a glance at her that was a bit more than friendly.

Finnick caught on to her gaze shifting before her expression did. He pretended not to notice and remained casual.

"No I haven't." That was the truth. "No ones been coming or going from Four so there's been no news. Since our tributes aren't actually from Four I don't imagine there is much to say." A lie. There was plenty buzzing about the Capitol about the tributes so without a doubt there was talk running about the districts as well.

"Gossip and secrets." Finnick added watching her eyes closely. "And Capitol gossip is far better than any from the districts." She should know that. She did know that and he knew it, and he also knew why she was even asking if that were the case.

However her instinct was correct, he wasn't going to fall for it so when she leaned in, he did the same, speaking in a purring sultry tone, "Do you have any secrets worth my time?" a sly grin came to his lips. "All beautiful women do."

"I hope there is another time." Oh he knew what flirting could do with a Capitol woman and he wasn't backing down so easily. "You know where to find me, I'm sure." His seductive look and grin still on her as she moved on.

Finnick merely waved his hand, dismissing such a standard question, "Of course, from the first school year. We're all taught it in Four."

Finnick caught that smile and kept his on, although he answered seriously, "Of course I do. Peace is a very precious thing. It cost us all a great price to achieve it and it is the sacrifices each year that allow us to keep it; the greatest debt to us all." his brow furrowed for only a moment. "I'd hate to think someone is challenging that valued ideal."

Mentors like him. Had he not in front of company he would have laughed. "Here's hoping that I'm not as unique as I often like to believe I am."

"The pleasure has been all mine," he assured her as he rose from his seat. Finnick nodded to the woman with a grin and a wink, "Until next time, Miss-"
