Who| Phi and anyone on the Capitol side!
What| Phi arrives in the Capitol and has a look around.
Where| D4 floor, and around the Capitol.

[A: D4 Commons or D4 Rooms]
Phi arrives at her room with the typical Peacekeeper escort. She's half expecting the door to be locked when they leave, but she tries the knob and finds it free to turn. There won't be any damsel in distress in this tower. She can be her own knight.
With that much confirmed, she leaves the door open and turns back to the room. Her first order of business is to check every nook and cranny for something that might be useful. Unfortunately, the room is as barren of any useful tools as a prison cell, though much more luxuriously furnished.
Venturing out into the common rooms, Phi takes inventory of the kitchen and the living space. She gets the impression of being in some kind of high-class hotel suite--and there's a familiarity to it as well. There's a memory sitting in the back of her mind of a space like this, though the furnishings were much different. Likewise, she remembers Sigma being there, but that isn't the case right now.
There are other doors in the hallway that she came from, but those ones don't belong to her. She wonders if anyone is home, or if she might take a peek while the owner is unaware. Pressing an ear to the door, Phi listens close for any movement inside the room.
[B: The Capitol, anywhere]
The world outside is dazzling. After spending several cumulative days in the confines of a lunar base with only eight other people to speak of, the sheer numbers of buildings and people are overwhelming. There's a kaleidoscope of color walking the sidewalks, and it's all that Phi can do not to stare at the people. They look ridiculous, but at least that much is uniform.
She wanders as far as her feet will take her, provided she's not stopped from entering any restricted areas. She's not aware of where those are, but her ability to pick up on the behavior of others is pretty keen. She pauses at various shops, inspecting the window displays with internal curiosity, but not venturing inside. As far as anyone can tell by her expression, she looks bored with virtually everything she sees.

They can't tell a name but, thankfully, he does a means of answering. He has to open a box up and dig around for it, but it doesn't take long. June's issue of Celebrus. He made it in on an interview.
He folds the page and points to his name and profession, right there next to the glossy picture. He has it so no mention of his Peacekeeper father can be seen. She doesn't need to know. He smiles to say, see here?

"You're a fashion designer, then?" Something along those lines... The paragraphs that follow seem to be closer to a celebrity interview, though. Rather than try to read the full thing, she notes the edition and the name of the magazine. She'll have to hunt down her own copy later.
"What exactly do you design?"

He chuckles, just a quiet shake of his shoulders. Then he gestures out at her, up and down. He even goes on to bring his hands in a circle that frames her face. I design for you. I design with inspiration by you.
So long as she's District four that is. He holds up four fingers and then points at her, proceeding to look question.

"Four?" That's not a meaning that she's able to determine. Four what? He points at her again and seems to be asking a question, but she doesn't know what it is. She glances back at the article, and this time her eyes catch the print beneath his nickname. "Ohh... District Four?" The pieces come together. This was the fourth floor that they had taken her to, wasn't it? Did that have something to do with these Districts?
"I was told that I would be staying on this floor, if that's what you're asking." Another thought crossed her mind. "Do you design fashions for everyone on this floor?"

He nods to encourage her first, then to answer yes, District four is right. The best of all possible Districts to choose from, were he in fact let to choose. Really, he can just keep nodding along with everything she's saying so far.
He then proceeds to step back so he can bow, a proper greeting for a new Tribute. His head goes low and an arm is held behind his back, princely.

She's still trying to settle how she feels about that when he decides to bow low, like a fairytale prince before a ball. Phi steps back to give him a bit of room to make his bow, one brow lifted higher than the other. "One part Prince Charming, one part Fairy Godmother." Fairy Godfather? That has a stranger ring to it.
"At least there won't be any musical numbers." That's another point in their favor, though whether or not he'll take offense to that, she doesn't know. It's not every day you meet a man who has stitched his mouth shut.

He takes a step back, arms folding and chin lifting in approval. He brandishes a finger once at her as though it's a wand. I like you. It's the highest his mood has been all day.
He steps inside his room, at last to dig up paper and pen, quickly scrawling a note, and hurrying out.
I ATTAIN DEEPEST PLEASURE THROUGH THE MELODICAL, BE IT A ROWDY RAUCOUS OR OTHERWISE. NEVERTHELESS, YOU SHALL HEAR NO SUCH HAPPENSTANCE ARISE OF MINE SELF.

And yet another, when he drops that bomb on her. "An actual real life princess?" Phi raises her brows skeptically. Could be interesting, depending on a lot of things. "And she sings?"

He gives Phi a thumbs up and a wink instead, just to say she should enjoy her time here. Even if things are slightly more tense than usual.
