What | Garrett has, rather unexpectedly, found himself back in the Capitol and isn't happy about some of the changes

Garrett can be found in one of the Capitol's many bars, sticking to the darkest corner he can find (like usual). He looks no worse for wear physically, but his normally stoic expression has been replaced with one of deep concern and confusion. He was missing...damn, how much time was he missing? Had he died? He couldn't remember being killed, and it hadn't taken him nearly this long to come back the last time. He picks up a glass of cheap beer, his second so far, and takes a drink. He normally wouldn't have more than a glass at best, but right now...right now, the booze seems very, very friendly.

That's what really made him irate. This was now the second time he'd apparently lost a significant amount of time, and no one had been able to give him any answers.

He finishes the last of his drink and plants the glass firmly on the counter.
"Relax. I've only had two drinks. And your people really need to work on their communication skills."

The disdain is just barely bubbling under his skin but Cora is enjoying his work here and he's already dishonored his family name once.

He picks up on that disdain, because it's something he's been struggling to hide in his own voice when he knows he's actually being watched.
"A Districter, huh? So why aren't you working there?"
He knows he's playing with fire, but to hell with it. If he was going to have a bad day, he could at least spread the misery a bit.

Throwing sarcasm at an authority figure? He almost feels like he's right back at home. He takes a gulp of his drink, almost daring the man to snatch it away.
