The Tribute Youth Programme: July
Who| Adults who act as chaperones on the field trips. Any Tribute character aged 18 and under. This is ICly Mandatory for Tributes under 18 so your character will be there even if you don't tag in.
What| July's TYP round; Summer School Blues, field trips, and more...
Where| A private school building within the Capitol, a waterpark, a zoo.
When| Regular school hours (8 AM to 3 PM) four days a week (Monday-Thursday)
WARNINGS| Mind-altering juice boxes, indoctrination. Place any needed warnings within comment headers.
NOTES| If you would like your character to be caught trouble-making, please contact mods. We are looking for both Mentors to speak of the District they hail from (or represent), and Capitolite characters to talk of Panem's greatness. The Tribute Youth Programme is back in full force. The Teacher missed you all!
Class will go much like it did before, anthems, uniforms, and all. By now the new badges should all be sewn right in. You still have the opportunity to earn more, and on top of all this, your letter replies have at last come in! Along with all the (questionably subsisting) pet bats promised of Panem Nightly.
This time is extra special, however, for there is a secret surprise planned for next month that the Teacher is preparing for. Something about partners for tents and canoes? Whatever that means. Maybe if you sign up early you'll get a partner you like. And perhaps asking among the adults if any would like to chaperone for the mystery trip.
As for this current trip, those who earned the bonus will get a free ride around the park on one of the elephants, front row seats to a live performance in the aquarium area, and a custom photo souvenir with their favourite animal.

He's not trying to be cruel to the girl, but his interest really is piqued.
"Have they never considered creating tributes? We think that would be more efficient than searching other worlds."
Searching one or two would be simple enough, but from what he could tell, they'd brought in tributes from dozens, probably after searching hundreds of worlds.

"I'm not sure, I guess not. Maybe they started with regular animals way back when the games first started but had to spice things up after the first few years."
As for the second part that made Sandy look thoughtful.
"Well I've never seen them make anything that's clearly a human. They've made illusions, and soulless husks that look like humans...some that look like humans we know. Maybe they simply can't create humans?"
Or much more likely, if they didn't use tributes from the districts it wouldn't keep the districts afraid for their lives.
"Besides it's supposed to be an honor to compete here so...I guess the idea is that if they just created competitors they wouldn't appreciate it as much as we would?"

"We were created to fight for Outworld, and we were honoured to do so."
He found the common misconception that he couldn't really think or feel insulting. While it was true that he didn't think exactly the same way beings that had been born did, he did think, and he was certainly capable of feeling emotions.
"They may have their reasons. It can be difficult to eliminate free will, after all."

The free will thing made sense to her though. "It would probably make things a lot easier for them if they could."

He can't see that being interpreted at suspicious talk. It was a perfectly legitimate thing for an off-worlder to wonder about, wasn't it? They were just told to fight, not why they were fighting.
"Many leaders wish they had perfectly obedient followers."
And they made for very poor leaders, in his experience. Real leaders inspired their followers with their own virtue and strength. Poor leaders could only bully their followers and hope that none of them realized they were stronger than their tormentor.

That was...interesting, if somewhat uncomfortable. He'd always known why he was fighting because someone had always been there to tell him.
"I have often wondered why humans seem to feel the need for drama."

"I don't really get it either." she confessed "But I think it has to do with...stories you know? People love stories. And stories need drama. Problems. Something for the heroes to overcome."

Even Outworld managed to have books and a few theatrical companies. It wasn't much, and the general public preferred live spectacles such as street fighting, but it was available.

"...I just think that they get so caught up in the show of it all, they don't really think about us all that much. The Capitol takes good care of them, so they do what they can for the Capitol."
At least that's what she'd been taught in class.
"It's not about them, it's about what they...what we can do for the country you know?"

His words sound supportive of Snow's government, but his tone is laced with unspoken criticism. Loyalty was a fine trait, but choosing who and what to be loyal to was even more important. Clearly, the people of Panem had chosen wrong, but he knew better than to say it out loud.
"Have you been here before?"

"I've been to the zoo that we went to before, I brought my girlfriend there." It still stung to mention her, Sandy was not terribly pleased to notice that.
"But I've never been here before. It's been pretty cool up until that part." She still looked like the entire ordeal was a humiliating embarrassment but at least she wasn't lambasting herself for it anymore.

The word catches him by surprise. He hadn't expected her to be old enough to look for a partner yet.

"She's gone now, but she kept me safe for a long time. She was an assassin, a fighter. Stronger then any kid I've ever met."
She really wasn't in it for the romance, it all started as a way to keep herself alive. But the girl's loyalty had won her heart and soon Sandy would have done anything for her. Perhaps he'll catch some clips of the two of them being cute on TV or in the old arena recordings.
"She would have taken on the world for me. And I woulda tried for her too."

He means it. It was hard enough just to find someone in the first place, but finding someone who could keep up with such a strenuous lifestyle was nearly impossible.
"We hope she taught you to survive."

"It's funny, her world was really...really far away from mine. Without electricity or the internet, without all my favorite foods, without ice cream. But I promised I'd go back there with her and even follow her dark chaos god or whatever so long as I got to stick with her. It doesn't make sense, I should have tried to get her to come to the future with me right? But I wanted her to be happy no matter what."
She smiled though.
"I was the only one who could make her really happy. So at least we had that." No sense in staying too maudlin when the day had already been such a roller coaster.
"Have you ever had a girlfriend?"

"Not...exactly. Many of our souls did, and some of them had even been married. But as we are...no, we have not had a 'girlfriend.'"

"Well you might try it sometime if you get lonely...I'm not sure if you can get lonely with many souls but there are lots of really nice girls around. Strong ones too."

Well, maybe not outright, but between the looks of discomfort, disgust, or fear, as well as the fact that most people refused to look him in the eye, he got the message. It didn't bother him, really. He had more important things than romance or sex to focus on.

"Yeah OK sure. But have you MET the Capitol yet? They'll date anyone who's been in the arena even once. You just gotta find your fans. People who want to get to know you better. I mean...people still like me for some reason and I've lost so many times I lose track."
And what she won't say is Capitolites are crazy and would probably date one of the muttations from the arena if they could get away with it.

Knowing that someone seemed to care about his well-being elevated his mood nonetheless. Here he was a person, it seemed, rather than a tool waiting to be used.
