Loki wanted to get to know the people here - in particular the other tributes - for one reason only. He wanted to learn and then exploit whatever weaknesses they would have in the Arena. Not that he expected them all to simply reveal what they could and couldn't do but he would talk to them and observe and figure out what he could from that.
He would continue to play up the part of the confident future victor, even as he was looking for ways to avoid this and find a way out. Speaking to people within the Capitol may help him with that - even if they did not know they were doing so. He would keep alert for anything of interest; anything that would help him escape or if that failed, ways to help him make it through the next arena, when it finally started.
He began within the suite he had been assigned: District 7. Looking for and speaking to his fellow tributes. Then he would move on and about the Capitol. He hoped that these couple of weeks would prove to be productive.

Out and about in the Capitol sound okay?
Walking eventually became shopping, and he'd made the impulsive purchase of a soccer ball when he stumbled across a sporting goods store. That this world had soccer, and still cared about it enough to sell equipment, was sort of encouraging. Sort of. So the culmination of all his restless wandering and frivolous purchasing was that Haruto was out in the first park that he found with sufficient open space, kicking that soccer ball around idly. No charming children had come running up to join him (their parents probably didn't want them getting too close to a dangerous idiot, he was sure), but he could make do on his own.

He approached, watching the man carefully.

"Soccer fan?" Hm, was this that guy that posted publicly about winning these games? Maybe he's worth having a word with.

The games he was used to more often than not involved weapons of some sort. An innocent ball was usually more than it seemed, if any were involved.

But while he did think he had a good chance, he didn't really believe that he wouldn't have to fight for it.

"So what do you plan on doing after you win, God of Mischief?" An important question, because thus far he has had the impression that winning an Arena was a very small victory in the greater scheme of things.

Playing up to the Capitol: check. If he won he'd make sure it gave him advantages and nevermind anybody else.

He's grinning and doesn't look at all serious about his claim. What could some ball-playing young man do, anyway?

"I have been assigned District 7."
Although he's not yet seen it. He's only been within the Capitol and he wonders if they even ever get sent back to said Districts. Everything was just a show here, it seemed. As far as Loki knew the Distracts weren't even real, just names for some sort of sorting of tributes.

"District 7. That's lumber, isn't it? They work hard up there." He tosses his soccer ball up once and catches it, something idle to do with his hands while he keeps playing it cool. "By sending you into the arena, they don't have to send their children there to die. Anyone tell you that yet?"
