Loki had every good reason to be spending time in District 9. Today, he wasn't necessarily looking for Dave - just wondering about the different districts. Although if anyone asked, he could certainly cover up his situation and say that he was looking for him. He had put together an outfit that was not too unlike the things he would wear back home. A long green coat, a green tee, black pants, and boots. He spent a few moments walking about the halls with his hands in his pockets, but decided on the Commons area. People often moved in and out of there from the district (and sometimes people who weren't from it did).
It was a good place to people watch and see who was moving about the District. He took a seat there, propping his feet up on a small table. He opened the book, but it wasn't really something he was paying attention to or reading. Every few moments, he would glance up to see who was walking by.
He wasn't particularly subtle about the fact that he was watching, either. No need to be.

She hadn't meant to wander up to district 9, but she ends up there all the same, all dressed up in her black dress with the switchblades in her ears and Rose comes to a stop. She knows her presence won't be that questioned, not with both Dave and Clara in this district. She could go see Dave in fact but she reconsiders that, knows he may still be getting ready. She's just about to leave in fact and when she catches the glimpse of green and Rose looks more closely, recognise a face that goes with a name. A face she's been meaning to check up on, for the reasons that sisters always check up on their brother's boyfriends.
She's quiet when she comes over, but in no way attempting to sneak up on him and Rose doesn't ask to take a seat, instead crossing her legs casually. "Loki, correct?" There's a little of Dave in her features, more feminine and older, but the relationship should be easy enough to guess if someone listens to gossip at all.

No more time for spying on people he supposed. At least for now. He takes in her face, and he definitely can see the resemblance. "Dave's sister, right?" he asks. He doesn't want to assume too much, and doesn't want to make this awkward. He has to play it cool, after all. Be a nice guy.
He can't imagine what she wants to talk to him about. "Nice to meet you." A smile. Unfortunately, Loki's grin always seemed a bit ornery.

She's watched a little of him in the arena, from highlight reels here and there. After all, he and Dave seem to be a popular little couple, they're featured a few times even if it' in short bursts. But that doesn't tell her as much as she might like to know, and in truth she doesn't expect to learn all that much. A smart player keeps the game going all the time, to make sure there's no doubt to cast.
"Correct," she says, a little hum in her voice as she inclines her head slightly at his greeting. "A pleasure. I only pity I haven't had a chance to meet you sooner, it has been rather remiss of me."

"It's alright, I don't blame you. This place can really get to be quite busy. And Dave and I are still..." He shrugged, "Well, it's still a bit new, I guess." He figured that they would have to talk at some point.
"I can only guess you're not here to give me the whole 'break his heart' talk," he answered. "Unless you are."

He makes sure to make eye contact when he looks up, a small nod of acknowledgement. "Loki," he says it in greeting, his voice pleasantly neutral.
By no means is he fond of the Loki of his universe or trusting of this one in the slightest, but he is a different one and Thor told him of his Loki's death. And as much as he can't help the foul taste in his mouth for seeing Bucky and Loki teaming up in the arena, he knows it's unfair. So, for Thor and for the fairness of giving this Loki a shot, he's willing to be civil.
"Take it you're waiting for Dave? Or decided it's time we meet?"

Loki was far from some loyal puppy who would just sit there and wait for his boyfriend to come to his room. Steve would know better than that.
"I hadn't even realized you were in the same district." Of course he did. This Steve, most definitely, was not the Steve he knew. He was weathered, for sure, but not through the same things his own Steve had gone through.
"Regardless, fancy seeing you here. I didn't really plan on it, but I suppose it would have been inevitable eventually." While definitely not his favorite person, he certainly liked Steve far more than the others on his team.

"Seeing how I'm friends with Thor and you're dating Dave, it was definitely an eventuality," Steve moves to place his bag by a vacant chair, taking seat in it after. "I won't say much about the dating, I hear Stark's dealing with that front, but I'll take issue if you hurt him, got it?" But really, Steve does plan to let Dave make his own mistakes, if this turns out to be one. He knows enough to know telling a kid Dave's age 'no' only makes it happen.

"I know what you're getting at, Steve. Captain. You're saying -- that as soon as the instance happens where you assume that I find Dave to be no use to me, I'll cruelly ensure that he both knows he is useless to me and hurt him further."
A single eyebrow raised. This would be the moment where he sells everything with truth buried in lies. "Perhaps, and maybe it should occur to you and Stark, it is possible for even a heartless god of evil to care about things on occasion, and that thing happens to be Dave. Perhaps, maybe it's him keeping me together."
Now, it was Steve's turn to figure out and attempt to distinguish the lies from truth before he made a decision on what he would say.
