When Lyle and Brainy's rest had been disturbed by Eva Salazar's announcement and the subsequent black-out, they'd had to scramble a little bit – Brainy to whip together something to disguise Lyle’s voice, and Lyle to steal some clothes that would disguise his face and body well enough that it would be unlikely that anyone who saw him would be able to link him to himself once the chaos had ended and the witnesses were rounded up. Fortunately, he still had a few spy tricks up his sleeve to disguise his gait and alter the way he carried himself; hopefully that and the baggy clothes, face-concealing mask, and Brainy's spit-and-string voice changer would be enough to keep him and everyone else safe.
He had a lot of ground to cover while the black-out lasted, and a lot of sentients to talk to. Lonestar work – Brainy wanted to build as much as he could during the black-out, and it was Lyle's job to find out what people wanted and either get it to them or let them know where they'd be able to find it after the black-out was over. And he needed to make sure that they kept the killing to a minimum: even aside from the Legion's general distaste for murder, there was no way that the Tributes could kill enough people in the Capitol to do anything but piss off the government, no matter how much practice they'd had in the Arenas.
Lyle peered around the corner, trying not to chew too much on his green full-face mask. He'd never been very good at masks – headband aside, he didn’t really like stuff on his face. But if he had to cover every bit of skin to make it that much harder to identify him, he'd tough it out.
Jacques, if Cosmic Boy is there with you, show him how to watch my ass for me, he thought, and dashed out into the wild night.

Wow super late tag but I've figured out what she's giving to Lyle
And she was familiar. The doctor.

He checked his mask and his voice modulator to make sure that they were both in place, and darted out into the street.
"Doctor," he called to her as he approached, choosing for once in his post-pubescent life to not sneak up on someone, "it is not safe here. Especially with you already wounded. Please allow me to escort you to cover."

This means it's a perfect opportunity for her to explore. If any of the Peacekeepers ask, she can just say that she got lost in the building because she's new. It's a simple enough explanation.
With the power being off, the only way down is the stairs, which she's taking carefully in the pitch dark so as not to fall and break her neck.

"You need directions or a hand?" he asks, the modulator turning his question flat and static-y, and just a little more deep than he expects.

"A little bit of both. I think? I mean, I know I'm generally going down and then I'm going to go...I don't know, looting or sightseeing or something?"
Stupidly late
In his search he keeps getting distracted, finding people that need help, citizens that have been attacked and injured. Although his cause is vital to him, he can't ignore people in need.
So, when Lyle stumbles across him, he's found helping a Capitol woman out of the road and to a bench, checking her wounds, and offering words of comfort and advice to find shelter as soon as she feels able. Then, he's up and stepping away from her, continuing his search.
Re: Stupidly late
"Glad to see I'm not the only one playing nice with both sides tonight," he said, thankful that any anger he hasn't managed to push through would be hidden by the modulator he was wearing. "I'm taking tech orders for Lonestar. You got anything on your wishlist?"

"Most of the people in the Capitol are innocent of the crimes their government commits, they don't deserve to be attacked because Tributes and the sympathetic are angry," and there is not a single hesitation in what he says, his conviction is palpable.
"Am I supposed to take you on your word alone that you're here on Lonestar's behalf?" He has to be cautious.
