Most of you weren't around the last time District tours were allowed. The opulence of the train is just as great however. It is plush, full of the same comforts and pleasures as the Capitol. Dining, entertainment centers, and shared rooms for the Tributes, the bunk beds featuring the finest of fabrics. The wide windows all around the train give way to the stunning views of the District countrysides.

Before the quell, it used to be that only the Victors of the arena would behold such sights, but you Tributes, the survivors of the fifteenth arena of the seventy fifth quarter quell are very lucky indeed. It will be a greater pageant than ever before, with so many Tributes getting the chance to speak to the Districts their children were reaped from, where you stand and the children stand no longer. The honor, duty, and sacrifice a Tribute's life involves cannot be understated.

Staff and Mentors are, of course, brought along for the ride. You'll need them for when you are to give your speech to the Districts! There will be a lot of preparation work involved, but maybe, should you do well, you will be afforded some time to travel between the cars and visit those of other Districts.

As always, the tour will be starting in District twelve, which will take just over forty eight hours to reach. There's no need to feel unsafe. There's an overwhelming number of Peacekeepers on board, here to keep you all safe, as will there be in each of the Districts you visit.

WHAT| Most of Phi's District staff live off-location, so Phi goes to do some networking. Things get a little out of hand when Phi decides it would be a fun idea to text Sigma about all the fun (read: booze) she's having. No one likes the party police.

While those firmly aligned with the Capitol are rewarded, most people are treated as what they are. Those with homes already are provided with gifts of all sorts, praise, and invitation to speak on talk shows. Those without will of course be given one, something nice, if very close to the home of those less fond of the city they serve.

Those who serve the Capitol out of tenuous means and arm twisting are likely to find themselves in a detainment center. Whenever you're not fighting for the Capitol you may consider yourself a prisoner of war. There's always the chance for better treatment should you choose to serve the Capitol of your own will, going above and beyond, you can always get yourself out of these dour circumstances but until then you'll have to be satisfied with 24 hour watch, hard bunks, guards all over, forcefields, and possible submission to mysterious tests.

The building's insides are stark white. Every soldier's room is small and kept separate, one bed for each and other basic like a sink and toilet. At curfew, instead of bars closing on the soldiers, a forcefield goes up and stays up for the rest of the night. There's a cafeteria and some time to mingle for most soldiers, however, there's also set times where everyone's reminded again individually why they're fighting for the Capitol.

Everyone is taken off to a separate room. If threats are needed, threats are given. Brainwashing and highjacking are all readily available. Very convincing tapes of hostage loved ones can be shown, or in place of that, illusions of what terrible things can be done to those out in Panem right now, including a nice few hours locked in with jabberjays. Fear going home? Losing memories? They can make that happen. Want to go home? Something else you want? Name it. Hostages will be using this time to make special messages for those they're being held for. There will be no choice in this matter. No matter what tortures everyone may think they're better than, the Capitol will show that people can only last so long. Strength doesn't matter: in the real world, everyone cracks.

Of course, it doesn't have to be this way. One can prove themselves and seek council, swearing their allegiance to the Capitol and moreover prove it. Then, they too can have a lovely home down the street and be treated like a real person. You will even be given time to visit those still detained.

One way or another, you will be serving the Capitol. You will be fighting for it. And you will be killing for it. Rebellion is not an option. You've all been chipped. The Capitol is watching.
