The jail is like a spider, all legs stretching over the barren earth of the rocky valley it occupies. Cells sprout off the legs like tentacle suckers, each windowless, each without any means of entry from the outside. The only way to get in is through the long hallways that spread down to the end and past each cell, making up the arms of a many-pointed star.

Prisoners are not housed next to each other. Each is housed in a cell in the same general complex, but the building sprawls, and many empty cells pad the spaces between each inmate. It's difficult to tell which room belongs to which prisoner, too; only the knowledge granted by a keycard to the computer complex at the center of the building can match inmate numbers to names. Each Peacekeeper carries a keycard, and the entry desk at front has extras which can be pillaged with some, but not extensive effort.

The first barrier is a door, several feet thick and made of metal. A keycard can force it to open, like eyelids retracting to reveal the pupil, but otherwise only extreme force will be able to push through. Working through it will take even the most skilled Tribute precious time and energy. The second barrier, several yards in, is a forcefield, impossible to touch without incurring an electrical shock. It can be disabled, but only with another card or with technological knowledge.

The entire complex is patrolled by security guards every half hour, who go from the end of each arm of the building to the center and back, often with food that they slip through the forcefield to the inmate in question. Delivering food requires opening the metal door and disabling a small section of the forcefield, all of which is done with keycards but otherwise impossible. Suspects are occasionally taken out to isolated interrogation cells, with lessened security but increased pain as they are beaten, water boarded and otherwise forced into delivering confessions, both real and false.

Guards are armed with both tasers and guns. Turrets outside the building fire at things that move, but can be confused by too many targets at once or by the wildlife.

When an alarm goes off, bright lights blare over every surface of the prison, blinding inmate, guard and intruder alike. The screech of the alert system is nearly deafening, and guards spill from their otherwise cushy lounges with firearms bared. Anyone caught will be shot at with both bullets and tasers, beaten and forced into handcuffs.
