Rose has only been out of the arena for a few days, and it's a few days she's spent mostly by herself, reflecting as well as trying to find out what she can about this new place. The news of District 3's annihilation is still new enough that she hears it, stores it away. There's obvious unrest in this place and she can practically hear the whispers of rebellion. Good, she might need something to do.
Because reflecting is more just her beating herself up. She had lost controlled completely, let herself be devoured by a power she's tried so hard to tame. Se doesn't blame Bro for what he did, after all, when there's a rabid animal, you put it down. He did what he needed to do, and she can't hold it against him.
So Rose tries to occupy her time with wandering, exploring where ever she can get into. It's not too hard, she's a tribute, though she's quickly found the way the Capitol people so easily recognise her, the hushed whispered and obvious staring to be an annoyance, making her feel even more unsettled. So she spends little time outside of the tribute tower, prefering to go out in shades and a headscarf when she does leave.
But the tower has more than enough to study, from rooms to people, Rose studying anyone she runs into to try and judge if they'll be worth her time should she speak to them

Whatever's being cooked smells absolutely delicious and Rose follows her nose and finds. A girl, fairly young Rose thinks, and something about the way she holds herself lets Rose know she's not an avox and well. She might as well speak.
"Hello. I didn't realise other would be down here."

"Hungry. Only way you're gonna get something good is cooking it yourself. You hungry?"

"I've heard that," not that she can say it's completely true, her mastery of the kitchen still at a very beginners stage. But hey at least she can cook pasta without setting it on fire. "I could eat. But don't feel you have to share, I wouldn't expect you to with someone you just met. That smells like it would have taken quite some time."

"What's your name?"

She takes a seat on a stool that's been set by the counter, studying the room carefully. "Rose. District 8," she adds as an after thought. "What do you mean by it's your job to ease people back into this?"

Mindy added a bit of rosemary and thyme and placed the chicken back in the over. "Mindy Macready. My job meaning I'm a mentor. I won an Arena a few months back."

"The one before this?"

"District nine, sorry. But no, not the one before this one, the one before THAT one. The one before this one actually had four winners, one of my own tributes included."

"Don't be. You'd know Dave Strider then." Rose can work with that after all. There's already a plot she's been forming since she found out Dave was still here, and that meant he was going back into the arena next time. "Why so many for the last one? It seems this competition is supposed to thrive with their only being a single victor." She's heard the rumors of unrest caused by the 74th's ending.

It sounded, though, like Rose already had a plan in motion.
"Yeah, he's one of the District guys. I like him well enough, barely get to talk to him though. I didn't get the last one though, to be honest. You go from one where only one wins, to four. The Capitol's reasons always evade me."

"Shocking." Another wry smile. "I've found him to over talk most of the times, not under talk." Even if most of it was inane babbling. And Rose nods again, looking thoughtful. "Keeping us on our toes perhaps? Which Districts won that last one?"

She grinned. "Oh, I meant I miss him, he's a busy guy. But for the winners? Hans from District 5, Eliot Spencer from District 3, Wyatt Earp from District 10, and one of my own, Harley Quinn."

"Oh. Yes, he has a habit of keeping himself occupied." She thinks. The memories of that life are always hazy, more so after the Scratch. "Not really any of the Capitol's supposed favourites then. Hmm."

"Good. Not openly, huh? That makes me have to guess about you. Sounds like you might have been into some heavy shit. Light meat or dark?"
She shrugged. "To be a favorite of the Capitol you have to eat, breath and live it, or at least have the charisma and the ability to keep people's asses in the seats to watch."

"I meant I'd heard that Districts 1 and 2 were favourites, of sorts, of the Capitol. Or was that just before?"

She started to cut. "I don't know a ton about how things were before never ending quell. What I know is that things are pretty bad all over. You might have come just as the tide was starting to change. Aren't you grateful?"

"I've picked up things, here and there. My stylist seems more than happy to chat about some subjects." But Rose could tell when he was avoiding things. "Depends. Not all tidal changes are welcome ones. Care to clarify a little more for me?"

"Whose the stylist in your-you know what, never mind. Far as I'm concerned there's only one stylist worth mentioning. As for what I was saying, well. People are starting to buck a little under the pressures of the Capitol. Only a matter of time before the Capitol retaliates in a big way."

Rose snorts softly, her smile wry as she leans an elbow against the counter. "So. Out of the frying pan and into the fire it seems. But surely they would have predicted some hiccups. I doubt most people would have elected to leave their homes and loved ones for this if asked."

Considering she came from NYC, that was saying a lot.
"Oh, they know how to deal with Hiccups. Swiftly. They make an example. But this one was pretty big. They'll need a lot of suppression to make us remember everything's in order."

"Yes that seems to be the typical way of dealing with them." But Rose is wiser than to speak firmly on either side of this discussion, her smile tight. The walls have ears and there is always someone listening. "I suppose we'll just have to see how this all plays out. Hopefully in their favour, I'm sure."

She snorted, but nodded. "Yeah, of course. Because if its in their favor, its in ours too. The less we fuck up, the least likely we have to see any of our own strung up."
That was just a fact, whether she liked the Capitol or not (she doesn't).

"Mhmm," she hums, nodding slightly. There's wisdom in what Mindy says, and Rose is a little intrigued to see that coming from someone so young. But she's right, a government who feels like they're incontrol is less likely to seek to make examples out of others.
That doesn't mean things can't be done in the shadows to make them unstable of course. It's just a matter of picking the moments, so the house of cards comes down all as one, rather than in pieces that can be rebuilt.
"So have you been here long?" she adds, steering the conversation carefully.

For the moment, biding her time was a struggle. She had already seen a few of her friends harmed by the Capitol as a lesson and the failure of one to surface again. Mindy had thought not getting embroiled with feelings was possible, buy clearly this wasn't the case. Those bastards were going to do whatever they wanted.
"Depends on who you ask. There are quite a few people newer than me, but some of the older are still kicking around. I'll even admit, there are people who have been here longer still running around in the Arenas. I was just resourceful enough to get out after my second run."
And smart enough. And lucky enough.

"People seem to come and go then?" she'll have to keep this all in mind, and try to track down those who've been here the longest. See what else they can tell her that Mindy isn't aware of. Or is holding back on, either or. Not that she feels like the girl is.
"Did you come in mid way through your first?" Either way it's impressive. And incredibly lucky Rose knows that much. It would have taken a lot of quick planning and even more good fortune to get that sort of success so quickly.
