Rose has only been out of the arena for a few days, and it's a few days she's spent mostly by herself, reflecting as well as trying to find out what she can about this new place. The news of District 3's annihilation is still new enough that she hears it, stores it away. There's obvious unrest in this place and she can practically hear the whispers of rebellion. Good, she might need something to do.
Because reflecting is more just her beating herself up. She had lost controlled completely, let herself be devoured by a power she's tried so hard to tame. Se doesn't blame Bro for what he did, after all, when there's a rabid animal, you put it down. He did what he needed to do, and she can't hold it against him.
So Rose tries to occupy her time with wandering, exploring where ever she can get into. It's not too hard, she's a tribute, though she's quickly found the way the Capitol people so easily recognise her, the hushed whispered and obvious staring to be an annoyance, making her feel even more unsettled. So she spends little time outside of the tribute tower, prefering to go out in shades and a headscarf when she does leave.
But the tower has more than enough to study, from rooms to people, Rose studying anyone she runs into to try and judge if they'll be worth her time should she speak to them

"What happened," her laugh is a bark and while Rose knows, Rose has seen, what happened to their race, she still doesn't trust them. The Batterwitch was enough of an ambassador to judge them as a whole. "Your lovely Empress," and the word is practically dripping with mockery when she says it, "Decided she was going to make herself a new home, ignoring the fact that Earth was very much not vacant."

"Alternia's dead, all of it, isn't it? The whole race died long after my time. Something with meteors--but god, the Empress, that..." Is exactly something she would do. She shakes her head hard.
"She must have survived.I didn't realize...Everyone was so sure everyone was dead. I mean, it's exactly like her. I never met her but god no one needs to. She's genocide personified. Destroying a world, taking it for her own, she wouldn't even blink."

And yet.
Yet there's something that keeps niggling at her, old feelings, old memories, of green text that is overly formal, of a girl who worried about her, who tried to talk her out of making a foolish choice. They're old thoughts, old memories, that she had crushed when the Batterwitch became known to her because they were thoughts she couldn't even tolerate if she wants to defeat the bitch.
And yet they're rising with this troll who speaks so calmly, who seems honestly upset for her. It's a strange series of feelings and Rose begins to feel doubt creep in, a foreign feeling that she doesn't know what to do with.
"Obviously she did," she says curtly, and she looks past the troll, expression unreadable. A troll is here, and seemingly speaking out against her Empress. Who would have ever thought.

Another reason to hate her, another reason to add to the list of reasons that the belief that there is good in every troll can be excused for the one who endorses it with wholehearted glee.

"So," she says, and it's still ice cold. "Why should I care." It's clear to her that even if these ones had no involvement in the Batterwitch's actions she doesn't need to trust them. Her run in with the one in the arena showed her enough.

What use would that be to a woman who is seeing her world fall under the rule of a tyrannical empress.
"You don't have to. I can only apologize for what she did. Our race, it's a cruel violent one from birth, our world demands it and most think little of it. The empress thrives in it, it's her world and her doing. I know we could be better trolls, better people, if we are given the chance. If we stop to think about the horrible things the world wants us to do."
Even to her own ears, it sounds empty, hollow, the world is already gone.
"She would never apologize, she doesn't care, but I do. I'm sorry."

Rose knows the Batterwitch would never feel such emotions, and this troll isn't helping her. But. She is giving her things to think on, things Rose will want to check out over time. Because as much as Rose's hackles are raised she's knows the benefit of seeing things.
So she'll think over it, but not here. Not in front of one of them, not when the troll might think it's actually had some influence over her.
"I suggest you stay out of my way, in future," she says coldly and Rose brushes past her out of the room.
