Who| Elsa and Dave
What| A few hours after Elsa is finished getting yelled at, she seeks Dave out again

When things have finally calmed down and everyone has finally stopped giving her a hard time, Elsa is left unable to decide what she should do. She's come to realize that what she did was a mistake- it's taken several people yelling at her for her to realize how and why, but she knows now.
And she feels awful.
Many of them had told her to apologize, to take it back and claim she'd spoken too soon, just to avoid or at least lessen the repercussions. It's not something she wants to do, and she needs a second opinion. The only person she can think to go to is Dave- of course she considered Anna, but... Anna is too new to the Capitol, she understands how it works even less than Elsa does. Dave, on the other hand, had been trying to help her earlier. He clearly knows better.
And honestly, more than an opinion she just needs a comforting presence, one without interruption. She's come to find Dave's presence comforting, almost as much as Anna's. She'd managed to break away from everyone for a little breathing room, but now she's back in the suite, waiting for Dave. The anticipation is nerve wracking, and by the time he finally comes back from wherever it is, Elsa pretty much ambushes him.
"Dave, I need to talk to you," she says at once, standing up from where she had been sitting down, moving swiftly over to him. It's obvious from her expression that she's tired- the stress of all of this almost makes her look years older. It's all weighing on her heavily; she wants to do the right thing, but a part of her still wants to stand by what she said. "Please?" she adds, realizing it's impolite to just throw her problems onto him, and he might have some of his own with all of this going down.

So, he'd talked with Eponine and he'd talked and hugged it out with Terezi. He feels a little satisfied, but there's still a buzz of worry and, dare he say it, sadness for all the people dead or hurting from the loss. He's never been the most in touch or sympathetic guy, but it's hard not to feel the burn this time.
When he slips back into the District Nine suites, it's late. Very late. He's tired, but nowhere near ready to sleep. He's surprised enough to see her awake and waiting for him to pause, raising a brow over his shades at her. "You can talk all you want, but are you going to listen? Otherwise we might have a problem."

"It's just..." She steps closer, throwing her hands up. "I thought I was doing the right thing- I thought people would be happy that I said what I did, because no one else was saying it." It's the same thing she explained to Steve, but she feels like Dave ought to know her feelings on the matter, too. At least maybe then he won't judge her so harshly. "I was trying to make people feel better, you know?"
With that said, she lets out a deep sigh. "But I've learned my lesson, I... I won't do that again." Her voice quivers lightly, as she finally lets go of her resolve to stand by it. It only brings trouble. Now that she's let it out, what she's left wanting now is just. A hug. It's not often she needs them, or really seeks them out, but thinking back on everything that happened, she feels herself getting overcome with hurt and sadness.
Before she can stop herself, she's grabbing Dave and pulling him into a hug, gripping him tight- she doesn't mean to, but if she doesn't hold onto something tightly she might cry. "I don't know what to do!" she lets out, the exhaustion clear in her voice now more than ever. "People keep telling me I should apologize for what I did, but I-I just don't know..."

His mouth twitches a little at her explanation, because he understands the need, but he wonders if she realises that it wouldn't lead to the happiness of anyone. He wants to say just that, but he opens his mouth and the words fall short, he can tell she's heard it over and over and as much as he thinks she needs to have heard it. She confirms it herself and he feels his shoulders sag in relief.
"That's goo- woah." He stumbles over his words when she grabs him, not expecting it at all. She's been pretty affectionate, but she's always been careful with touching. He definitely never pegged her as an aggressive hugger, that makes it the second time this has happened tonight but without the punch in the arm first. He just leans into it for a long moment, internally debating before he lifts an arm around her in his best attempt at comfort. "Apologising sounds like a good idea." He answers, but it's muffled against her because he doesn't have the heart to pull away.

She doesn't even notice or think about how awkward this might be for Dave- all she's focused on is how much she needs this. She hears what he says, but she doesn't respond. Elsa knows it's true, though. It would be a good idea, no matter how much she's denied it. But still, she doesn't pull away.
Instead, when he reciprocates the hug, she shifts to cradle his head against her chest, resting her chin on the top of his head as she continues to hold on tightly to him. For once, it's nice to pretend that she's holding onto someone who can't be taken away from her, that he'll always be there and that they can't take him away at the drop of a hat. More than that, it's nice to just have a comforting presence to hold onto, like a rock. But more Dave-like.
"I hate this place," she whispers, her voice so quiet that even Dave might have a hard time hearing her. "I'm sorry for putting you in danger," she says, a little louder so that he can hear her better. "If they did something to you because of me, I would never forgive myself." Her voice is strained, her eyes squeezed shut tight, but it doesn't do anything to stop a couple of tears from leaking out despite her best efforts not to. She's glad he can't see her from his current position.

His face is burning with the way she's pressing him to his chest, he's trying desperately to ignore it entirely, but the gravity of the situation is irrelevant to how being there makes him feel. God he hates being a teenage boy most of the time, even with how his relationship with her is becoming platonic, it's hard not to get the occasional sensation of yearning. It's why this is important, really. For him to take her down from her pedestal and to let legitimate feelings of disappointment and annoyance show when necessary. She's definitely more than just a pretty face to him now. There's still something distinctly flustering about being cuddled so closely, it's not something he's had much of in his life, but he never sought it out.
"It's not exactly meant to be likeable." He points out, helpfully. "Everybody makes mistakes, it's not like you're used to this kind of thing. Some people are better at keeping on their toes." Some people are used to people they know and or love dying near constantly. "Just smooth it over as best you can, make it sound like you were distraught and schmooze. They'll buy it."
"Don't tell anyone I did this." He murmurs, moving to wrap both arms around her tightly, rubbing her back with one hand as comfortingly as he can. "Maybe you should try get some shut eye." He urges, trying not to sound like a nag when he does. He doesn't want to be dismissive, but she's starting to sound frantic and tired. "C'mon." He pulls out of the hug, moving to link arms like they did in the Arena through the fog so he can lead her toward her room.

It's even nicer when he finally returns the hug completely. Elsa is glad to know that he isn't angry with her, and that he understands where she's coming from. She smiles, squeezing him a little tighter for a moment before reluctantly letting him pull away. Her smile grows when he links arms with her, and she doesn't take it as nagging when he mentions getting some sleep.
"Thank you," she says with a nod, "You've really helped, I hope you know that." As if thinking about it makes it true, she lets out a yawn before she can stop herself. It's pretty late, and she's had a lot of emotionally draining conversations so far. "And you're absolutely right, I'm exhausted."
When they do reach her room, she hesitates outside of the door. The truth is, she doesn't want to be alone right now. The idea of a peacekeeper or several coming to get her in the middle of the night is a real fear for her, and it's going to make it hard to sleep. "Dave, I... this is stupid," she says, trying not to sound as embarrassed as she feels. "Will you stay with me? Just... for a few hours. Until I fall asleep?"

"All in a knight's work." He smirks at his own pun before realising it doesn't really translate in the spoken word. "Knight like.." He points to himself before dropping his hand and shaking his head, rolling his eyes at himself behind his shades.
Similar thoughts cross his minds, but he wouldn't have been the first to ask to stay. He nods at her request and slips into the room, moving through to pour her a glass of water, setting it on her bedside table for her and stepping back with his arms folded. He looks like he doesn't know what to do with himself, but in that stance with those shades, he looks like the world's most pathetic bodyguard.

Elsa is eternally grateful that he doesn't tease her for wanting him to stick around, because asking had felt awkward enough. As he moves to pour a glass of water, she crawls into bed and falls back against the pillow with a small thud. "Thank you," she says as he places the water on her bedside table.
There's a small moment of silence as she shifts around to get comfortable, before noticing that he's standing there. She lets out a small chuckle. "You don't have to stand, you know," she says fondly. "You could sit down."

"You're interrupting me." He says with a small smirk, switching off her lamp without warning. "Go to sleep."

It's enough of a fond memory that instead of drifting off in sadness, she feels warm and happy. Dave's presence is comforting, and she ends up falling asleep pretty quickly once she finally settles down.
