WHAT| Scoping them out for rebellion potential.

WHEN| About a week before the new arena.
WARNINGS/NOTES| This is our first time doing this. Forgive any mistakes. Also this is not a promise you will get into the Rebellion. And if you fail, it is not a promise you will never get in. There will be a thread for each of the pairing, set up by the NPC half (it may take a day or two for your NPC to get up a thread)
Whispers of a rebellion could be heard, even if you didn't know where to look. Many lived blissfully in ignorance, of course. But it didn't take a lot to realize that, when you killed people's children, they tended not to be happy with you.
But whispers of a rebellion and an actual rebellion were very different things.

Her brow finally quirks though when asked about the meeting, as her curiosity peaks. She feels like there's something implied in all of those questions. What that is, she doesn't know. "I've received no information about this meeting at all, nor have I heard anythin' from the grapevine. I've been a detective for over ten years, and I have plenty of experience in undercover work that's equipped me with a certain skill set that comes in handy though." What's implied is that she can typically discern what certain situations require of her.

He gestures to their newly arrived course and samples a bit for himself. "An upholder of the law. It must be difficult for you. Adjusting to a new set of rules you must now live by."

"Yes, it is. Particularly when my job's to track and arrest murderers." A harmless statement, really, unless one recognizes the implications attached.

He means only half of that. He has to trust her; this stranger from some other world, with secrets that could very well determine the fates of hundreds of thousands of futures. The people of his world. What little Panem and this world meant to her, he needed to know if she could do things that may be asked of her, in the future. For them. Without anyone ever suspecting her involvement.
Throughout the duration of this dinner, she would need to prove that this was something that could be done. That she could be trusted.
If she could prove that, then yes. He would gladly purchase Eliot for the evening. May even purchase the two of them for "himself" and send them on their way for a night. Money was of very little concern for him. It would be outrageous for most... but Nathaniel could easily afford it.

"I think you'll find that I am very trustworthy and professional. I'm used to bein' watched by the media and public relations is in my skill set." Professional being code for discreet and able to maintain the image he requires. It's essentially her undercover work all over again.
It may be obvious to spectators that she doesn't like the idea of killing people in the arena as she's been so apt to avoid doing so, but she hardly projects the image that she supports the rebellion. Like Nathaniel said, she's an upholder of the law adjusting to a new set of rules, that's all. Outside the Arena she's a model citizen, after all.
