WHAT| Effie is throwing a small scale party for just the tributes.
WHERE| The District 12 suite.
WHEN| Christmas
WARNINGS/NOTES| Secret Santa's are under the cut. Feel free to tag in whether you signed up for secret santa or not.

Effie had tried very hard to make this a party that was actually made for the tributes, not made to show them off.

She had tried very, very hard.

The food was what she had been able to investigate as “home” cooking for those she could track down, an odd arrangement of food that sometimes got close to the tributes home food, and sometimes was a terrible disaster. Blood pudding, for example, was a dish best avoided. But then it usually was.

The best hits reel had been her idea. It took a tense conversation with Haymitch and about 45 minutes to convince her that now, that wasn’t really what any Tribute wanted to see when they were trying to relax.

After that the party was much nicer, mellow music, holiday cheer and, for a holiday party, fairly low key. Lorne had karoke going in one room, while another had a large glittering Christmas tree and mellow music playing, with the District 12 windows wide open to show the snow covered city underneath.

"Of course," Cinna agreed. He moved closer, inspecting Draco a bit more openly. He had a way of looking over his Tributes without making them feel like slabs of meat or as if they were being judged. He was just curious about them, and what they would do with themselves if they had freedom to do anything. "Where did you get this?" he asked of the waistcoat. "It's beautiful."

Cinna's company really was infinitely tolerable for that reason alone. The others made him feel like he was nothing more than a doll to be played with and dressed as they saw fit. Though the studious stare made him perhaps a bit wary, it was no more so than any of the other looks he got from fellow Tributes; he could tell when he needed to be truly worried about it, and he didn't get that feeling.

"Just one of the shops. They gave us credit, after all. I thought I'd make the most of it and get something I actually liked. I couldn't tell you which one, sadly. It was one of the slightly more demure ones."

Cinna shook his head. For a moment he felt real worry for the boy. The credit? Honestly? It was so weird to find Tributes so easy to believe in the generosity of the city, as they couldn't see that there was a hidden agenda in everything. It make him miss Katniss terribly.

"If you want a waistcoat, ask me for one," he suggested gently. He didn't want to make Draco feel judged or looked down upon. He wasn't just offering charity, after all. He wanted Draco to be protected. "I can make you something like this easily enough. Don't put yourself in debt to the Capitol over clothing."

He was so used to being rich, to being able to just buy whatever he wanted without question or having to ask anyone for anything at all. It showed in everything he was. He was only sixteen, naive to a fault when it came to the real world - and especially this world - that the Capitol having an agenda didn't even really register to him. So at the offer, Draco merely blinked, slightly taken aback; it seemed to him that someone offering would put him in more debt than just buying it himself, and the thought showed clearly on his face.

"They gave me the card for a reason, didn't they?" He asked, slightly incredulous.

"Yes, because eventually they'll come to ask you to pay them back and if you don't have the funds they'll find a way to get the debt paid back in another way," Cinna explained carefully.

He sniffed.

"How'm I expected to get funds? All I know is that they want me to kill people when I'm out in the Arenas," he replied, dropping his voice. This wasn't the sort of conversation he wanted to be having loudly, where anyone could hear. "And what do you mean, 'get the debt paid back in another way'?"

Cinna paused for a moment. "I'm not sure. I know what it would mean for me, but for a Tribute? It's never been a situation we've been in before..." He trailed off, thoughtful. "The Capitol doesn't take to debt nicely, no matter your status."

"Then why would they give us anything in the first place?" Honestly, Draco couldn't wrap his head around the horrid catch-22 they'd been apparently given. He was growing less and less fond of the Capitol the more time passed.

He just stared at Cinna for a minute, unable to quite fathom any of this. Shaking his head slowly, he finally opened his mouth to try and say something, only to fail, floundering. "I don't. I don't know. I don't understand any of this."
