The tunnel to District 2, main transport for Peacekeepers, is unexpectedly closed before dawn. In edition, a mandatory evacuation is declared for mile around the tunnel, clearing out a large section of the South East part of town.
The evacuation ends several blocks from the Tribute Training center, but they hear plenty about it. And can see the Capitol citizens unhappily trudging to friends, relative, and the shelter set up for those with none.
The recording that plays every few minutes on all the stations state that there is danger of a possible gas leak, and the evacuation is precautionary.
However, resident report seeing teams going into the tunnels and not seeing them come out.
Some report screams.
Luckily for the Capitol, most of the teams were made of avoxes, so that rumor is easy to silence.

Somehow, Don found himself not believing it. He didn't even have to leave the suite to tell that what was being said couldn't possibly be logical. All he had to do was draw the curtains open and look out on the street. There were a lot of people being evacuated for just a gas leak.
Particularly when it probably would have been easier to just seal the tunnel up on the Capitol side entirely, and work from the District 2 side. Why not? That side of the tunnel had to be expendable, right? Evacuating Capitol citizens would cause for questions.
He drew the blinds closed, and quietly walked out of the rooms. Shell, the real problem probably wasn't even in the tunnels at all. It was probably in the evacuated parts of the city - a rebel cell, maybe, that they'd uncovered. The 'gas leak in the tunnels' was probably just a cover so as not to embarrass the Capitol. To ensure that the revelation of the Rebellion's existence was excised from the populace.
Yes. That had to be it. He'd clearly solved this.
Though his solution didn't explain why he was going down the elevator and making his way towards the evacuation barriers.

That high pitched grating voice can only belong to his former partner in pain Harley Quinn, skipping her way towards him with her latest bag of useless junk she had bought from a toy store.
"What's all the hub bub bub?" She asked once she was close enough she didn't have to shout. The crowd gathering had her curious and Donnie seemed like a pretty bright guy before he went all grimdark.

"Harley." Don didn't make any other acknowledgement other than that, as he was staring at the Peacekeepers nearest to the barriers at work. "They're...cleaning up a leak."
Hey, it wasn't entirely inaccurate in his context, right?

She stood next to him with a hand over her eyes shielding it from the sun to try and see deeper into the situation. But of course nothing was there to be seen. With a sigh she dug around in her bag and produced a bottle of something fizzy and sugary, cracking the lid off and taking a swig before offering it to Donnie.

He took it - normally he wouldn't have, but probably best to at least look engaged in conversation as opposed to just, well, spying
regardless of whether he really was or not, he found himself thinking. It was a small sip he took before offering it back to Harley.He couldn't pinpoint the flavor, and he didn't care to.
"That's so far what's been claimed."

"That remains to be confirmed."

"You brainy types, always gotta have the proof before you commit. Come on you're a smart turtle. Speculate a little. Give my imagination a direction to run wild in. Rebellion, Muttations, anything?"
Just the word rebellion was enough to get some of the people standing near Harley to edge away nervously.

She tried to follow his gaze, sucking down more of her soda. For a manic hyperactive lunatic she was incredibly observant.
"Something catch your eye chrome dome?"

"For a possible gas leak, their hazmat procedures are lackluster and reckless. I haven't seen any personnel wearing protective gear."

"Kind of like sending canaries into the coal mine when the miners haven't come up?" She mused.
"Have you seen any of them come back out yet?"

"The way technology is in this crazy place, it probably wouldn't take much to hide something big. A layer of concrete, some guards..."
