The Capitol had been winding up to this for weeks. More and more extravagant decorations had begun to appear all over the city. Gruesome alleys dripping with gore, houses transformed into creaking, ancient cobweb covered dwellings, flickering ghosts haunting windows and doorways. The citizens themselves had becomes more and more extravagant as the days crept closer, dripping in glitters spiderwebs, hair teased to coil around pumpkins and crows, and decked out in meticulous costumes, often celebrating past victors, and even current tributes.

The ball at the Tribute Training Center wasn't anywhere near the only party that night, but it was the most extravagant, and the most sought after. The decorations had gone towards the classic (perhaps the goverment realizing other areas might move too close to home.) The building had been transformed into a spooky, ancient looking mansion, over taken by spiders and lit with flickering candles everywhere. The tables were spread with unimaginable heaping of treats, from grotesqueness mock organs to sparkling jewel colored sugar covered candies. Avoxs move about, for once literally ghosts, covered in their own shrouds of spider webs and sheer gauze, holding plates of smoking drinks.

Attendance for the Tributes was mandatory. As were costumes. And oh boy did their stylists go all out for this one. It was a parade and a party all rolled into ones and they weren't going to slack on that.

"You look like you're having about as much fun as I am," Shepard says as she takes notice of the woman who had just approached her. Not intentionally, clearly, but she looked to have the same goal in mind: more alcohol.

Someone thought it would be cute to make a play on her name, and quite frankly she was not pleased with it. Because apparently the idea of a shepherd to the Capitol was some terribly frilly version of Little Bo Peep. She wasn't sure if there was enough alcohol in the room to make it even remotely amusing to her.

Anna was about to make a snarky reply in response to the woman's statement, but as soon as she saw the costume? Well, she was trying not to laugh.

"And I thought mine was bad. I am so sorry you have to wear that." Anna flagged down the bartender and ordered two shots of tequila, offering one to her in apology for, well, everything.

"Not as sorry as I am," Shepard laughs but makes no attempt to hide her distaste. Around here, she's learned to watch what she says. The Capitol is not fond of negative press, and she likes having the use of her tongue. But this? No, she hates this stupid costume and she doesn't care who knows it.

"Thanks," she does slightly warm to the woman and raises the offered shot in a toast.

"What's your name?"

"Detective Anna Morasca... well, sans the detective part since, y'know, that doesn't exactly apply here," with a shrug she lifts her glass and toasts to embarrassing costumes.

"You?"

"Detective, huh?" Shepard can't help but smile a little at that. Another person out of place. This time, she offers out a hand, "Jane Shepard, Commander of the SR2 Normandy of the Systems Alliance Naval Fleet and victor of Arena 01. They only care about one of those titles here though, and I doubt it will take you long to guess which one."

"Do I get a lifeline? It's the second one." She winked, shaking her hand firmly and leaning against the bar.
