WHAT| Terezi shuts up the Vantas trolls the only way she knows how -- with some rope. Peeta has to offer assistance, and some choice words about not being a gigantic idiot.

WHEN| Just a little bit after the network 'malfunction' and Signless's reaction to it.

By the time Terezi gets up the District Twelve Suites, Signless and Karkat are already having a heated 'discussion' about whether Signless gets to keep his communicator. It can be heard through the door.

If Peeta was anywhere in the District Twelve Suites in the past hour or so, he probably heard that scuffle, and thumping coming from the Signless's room. That thumping is the two Vantas trolls trying (and not succeeding) in kicking down the closet door.

Terezi had already swiped some rope from the Training Arena before her arrival. It's not like she was actually going to hang anyone, but there were other things that she did plan on doing with it.

She listens to the commotion on the other side of the door for a minute or so before letting herself in and shutting the door behind her. There's no fanfare or door-kicking--even though that would have been more badass. She'll sacrifice some coolness point for the sake of not attracting attention.

"Alright, boys. Are we doing this the easy way or the hard way?" She drops the length of rope from her shoulder to her empty hand. "Your choice."

"Oh fuck no," Karkat growls, pushing himself in front of Signless. "I don't care what kind of stupid grudge you have against him. You're not killing him again. You have to go through me first."
