When you get right down to it, Nepeta probably isn't about to go on a murder spree as soon as she hits the arena. This sort of thing might be closer to how things work in Alternia, but that doesn't mean she needs to personally be rid of all the other people who will be fighting in the arena. That would just be excessive!
