Finnick holds one of her small feet in his hands still watching her. He shrugs at her telling him he didn't have to keep massaging her. "But I want to touch you." His eyes stay on hers as he rubs them with care. Then he places her foot down and crawls up the bed to meet her face. "Unless I can touch you another way."

His hand cups her face as he deeply kisses her not waiting for an answer, knowing she will make it obvious if she weren't in the mood. They may be in the Capitol, but they were there together. Finnick knew that at any moment he could be summoned away from her and he didn't want to waste a minute not having his hands on her somehow. Her touch was more soothing to him than being in water, it calmed him instantly without fail.

He pauses and looks in her green eyes for approval, his hand resting now on her thigh. "Any other way."
