That sort of empathy is deep and Phil could understand that hesitation, especially when he lived through the Arenas, and much worse, back home and doing nothing to stop the murders. It was distressing enough. They may have just met, but Gray could see a haunted look in his new Tribute's eyes, the sort that never really went away.
