Shepard's opinion on the Capitol was similar to her opinion of Cerberus. They both reminded her of something a bunch of over-funded Salarian sociopaths would think up. Some of the people were alright, though, like little glints of light in the mud. There was good use left in what was down here, if you went through the effort to find it. Moments like this were a breath of fresh air.
