Emily looks equal parts enchanted and bewildered. It's never occurred to her that there could be anything else out there, other lands beyond the sea, places in her own world where people might live quite happily out of the reach of the Capitol, oblivious that Panem even exists. She suddenly feels very small, the sheer magnitude of the world is just occurring to her for the first time.
