Brock had actually already been considering proposing it by himself -- as in, something more traditionally gladiatorial, just Brock versus a whole bunch of dudes and tigers and whatever. Both because he was that confident in his ability to murder and because he was pretty sure it's just gimmicky enough for the Capitol to go for it. But he'd need to up his marketability first, which he... admittedly isn't great at, so...
