Cinna stared at the pink and red layout for a while before he decided to take action. Food in the Tower was supposed to be safe. Tributes were supposed to be cared for here. He would never have thought that that would change, even for this endless Quell.

That was why as he was going around the Tower that day he had some of the conversation hearts and a box of chocolates from the table. He'd offer them to anyone who looked like they could use some cheering up.
