Fairness was a matter of perspective. By Buddy's standards (and after all of this came to light, he'd suspect), the Tributes were being treated entirely fairly. It wasn't the fault, after all, of the average citizen that they were there, and if it eased the tensions between the Capitol and the Districts, who was to complain about it?
