Stephen runs a hand through his hair. "I don't know," he admits. "No one really knows how new Tributes are chosen. It's certainly possible, but I can't confirm it." He drops his hand and looks at her. "But whatever the reason, it'll help you in the arena." He pauses, and his manner softens a little.
