Honestly, Siroc's first thoughts upon waking up in the Capitol post blackout had largely consisted of attempting to navigate the technology in this place. If someone had been able to do that, shutting off the grid completely, surely there were other things to be done here, even if he had no purpose for the lot of them. It wasn't as if he wanted to help in any rebellions, per say, but there were many things Siroc wanted to know, and what better place to start than in the suites themselves.
