Given that his usual favorite spot has been a little bit destroyed, Clint has been spending most of his time in the training area. In addition to helping keep him in good condition, it has the benefit of being somewhere most of the other tributes make their way to at some time or another, so he can scope out the competition. He does a lot of weight training and occasionally brushes up on his survival skills, but of course most of his time is spent on the shooting range.
He's there today, methodically pulling arrow after arrow after arrow from his quiver and sending them straight to...well, not the bullseye, but whatever part of the target he's substituting for it.
After all, if he comes here to scope out the competition, so might someone else, and it can't hurt to keep his actual level of accuracy secret as long as possible.
