His eyes go a little wide, more for not expecting Bucky to react so negatively. It was obvious now that Steve was wrong to think that Bucky - after so many years of being a weapon, of having his freedom taken from him - would be glad to have his free will restored. He was wrong to assume Bucky wouldn't think it was a bad thing.

He's not going to thank you at first. The words come to mind, surface and settle there, like a reminder. James was right, this was going to get worse for Bucky before it gets better.

"Because I know the man you used to be and I know the man you have the potential to become, and it's hard to make choices, it's hard to take control of your life after so long of not having it be your life, but I've disobeyed too, I've done it to save your life just like you did it to save mine," Steve hopes this is getting through to him. That Hydra's hold isn't that strong.

And before he can stop himself, the question that's been on his mind since he woke up in the hospital is falling from his lips, "Why did you save me? You're the one who pulled me to shore," it's almost a question, but he's never doubted it was Bucky who did it.
