Rose has only been out of the arena for a few days, and it's a few days she's spent mostly by herself, reflecting as well as trying to find out what she can about this new place. The news of District 3's annihilation is still new enough that she hears it, stores it away. There's obvious unrest in this place and she can practically hear the whispers of rebellion. Good, she might need something to do.
Because reflecting is more just her beating herself up. She had lost controlled completely, let herself be devoured by a power she's tried so hard to tame. Se doesn't blame Bro for what he did, after all, when there's a rabid animal, you put it down. He did what he needed to do, and she can't hold it against him.
So Rose tries to occupy her time with wandering, exploring where ever she can get into. It's not too hard, she's a tribute, though she's quickly found the way the Capitol people so easily recognise her, the hushed whispered and obvious staring to be an annoyance, making her feel even more unsettled. So she spends little time outside of the tribute tower, prefering to go out in shades and a headscarf when she does leave.
But the tower has more than enough to study, from rooms to people, Rose studying anyone she runs into to try and judge if they'll be worth her time should she speak to them

She knows how to bite her tongue well enough now.
"It's good to know at least somethings never change." She laughs a little at the way he brings up the gossip and oh how she's familiar with that. It's her old enjoyment for causing those sorts of rumors that makes her step a little closer to Steve, her smile teasing and she offers her arm to him, a flip on the norm. "Perhaps we should give them something to actually work themselves into a frenzy over.

Playing along also puts him in Capitol favor, keeps him under the radar just a little bit more.
So, with a raised eyebrow and an abashed smile, Steve takes her arm without issue, not even slightly bothered by the flip on the norm. "Well, can't pass up an offer like that," Steve sounds pleasantly amused, if not a little awkward.
"Since we're getting involved," the tone is wry, clearly poking fun at what might get written about them, "I'm Steve."

Of course it doesn't hurt that Steve isn't bad looking.
She smiles back at him, sweet as honey and her grip secure she starts to lead him in a lazy stroll, slow so her stride isn't so stretched. "I like to think the terms are all agreeable, yes." She glances up, smile a touch wider. "Rose. A pleasure to meet you Steve."

"The pleasure is mine, Miss Rose," he gives her a friendly grin. It's much easier to flirt when he knows it's more for show than real. "Had much chance to explore the Capitol yet?"

"And like I said, it's bothersome to come out here at times." She tilts her head slightly, an elegant movement as she studies him her smile flirtatious. "I suppose you'll just have to show me all the good sites. Assuming you've been here longer, that is."

But, he knows it makes for good entertainment. Doesn't make it better, but he keeps that under wraps right now, instead keeping things pleasant and flirty (though still awkwardly on his side).
"Not much longer, happens to be my first arena too, had a couple weeks before and after, enough time to explore," he keeps with the direction they're going, taking a second to look at her, his smile still friendly, a little flirty. "Good restaurants, I wouldn't know, but places beautiful enough to compliment you, that I can do."

No point raising a fuss over it. Not when that energy could be used in better ways. And she's glad when Steve doesn't seem interested in pushing the issue, her slight smile a little more genuine.
"I see," she says lightly, and his own flirtatious smile is met with a curve of her dark lips, a curve that's almost a smirk, that holds the promise of something in the corners. "But like you've so eloquently said, still enough time to know some of the area..." She laughs, the sound light and amused. "Mm, I'll have to make sure I can find a suitable way to repay your gracious assistance and sweet words. At least we should make a fitting pair, if we're going to discuss attractiveness." The look she gives him is a pointed one, the ways she studies him making it more than clear what she thinks of his own appearance, that smirk from before reforming.
