He sees no need to be subtle, and so he isn’t. His intention isn’t to spy, merely to observe, so he moves through the market with quick, even strides, not even hiding his destination. Of course, there’s always a danger in the Capitol—these people feed off of violence even if they pretend not to partake of it themselves—and if she is a Tribute she could be just as dangerous. But maybe the past few weeks have made Sherlock a bit restless, a bit reckless.
