Enjolras would be the first to argue that critical questioning of one's government with an eye for improvement is the most patriotic of anything any citizen could do, but that is neither here nor there in the moment. The more interesting revelation is that of Chris' admission. How could a book keeper not understand a country's economics?

It implies the question of how Chris got his job in the first place. Nepotism, of course, is a logical conclusion and nothing Enjolras would put past those in the Capitol, but unfortunately, it seems unlikely. While can be said to be many things, inefficient from an institutional standpoint is not one of them.
