No one can connect to these people sparing two of each District's children, and the Capitol makes everyone's lives even worse to support the gluttony of the Endless Quell. In her opinion, this had very little to do with the Tributes themselves, and very much to do with poor damage control.
But she smiled like she meant what she asked to be a passing thought she couldn't quite keep nailed down. "Makes it our job to make people care on top of the rest. Boy! They sure like challenges around here, don't they?" Her very real amusement (the Capitol loved the exact opposite, in her opinion, especially after watching Katniss and Peeta) came through in her tone of voice.
"The Tours were supposed to help with that, I think. I reckon it's awful hard, especially when some Districts are so big, to make the same kind of impact with a stranger that you can with one of your own."
